In short

  • Gujarat e-tenders run on nProcure (written "(n)Procure") at tender.nprocure.com, built and run by (n)Code Solutions, a division of GNFC Ltd. It is not an NIC portal.
  • nProcure asks for a Class 3 DSC with two separate certificates, signing and encryption. NIC portals need only a signing certificate.
  • After registering, bidders pay yearly portal charges online to activate their account. (n)Code's payment manual (screenshots from May 2024) shows ₹4,130 (Standard) or ₹5,900 (Premium) for one year; check the amount on the payment screen.
  • The nProcure home page links to the Gujarat government resolutions under the title "Mandatory e-Procurement for transactions of Rs. 5 lakhs and above".
  • Helpdesk printed on nProcure: toll-free 1-800-233-7944 or 1-800-419-4632, phone 7359 021 663, email nprocure@ncode.in.

A Gujarat e-tender from a state department, a municipal corporation or a state company is usually published on nProcure, the state's own e-procurement system. It works differently from the NIC portals most states use: it has its own registration, a yearly portal charge and its own DSC rules. This guide covers who publishes on nProcure, how to register and pay, how bidding works and whom to call, using nProcure's own pages and manuals.

What is nProcure, the Gujarat e-tender portal?

nProcure is the e-procurement system used by the Government of Gujarat and its bodies. The site's footer says "Powered By: (n)Code Solutions", which is "A Div. Of GNFC Ltd", Gujarat Narmada Valley Fertilizers & Chemicals Limited. Its manuals call tender.nprocure.com the "(n)Procure New Portal".

If you registered on nProcure before, you don't need to start again. The FAQ says: "Vendors who have already created username and password for nprocure portal does not have to create it again."

Under Legal, the home page links to CVC guidelines, World Bank guidelines and Gujarat government resolutions. One link is titled "Mandatory e-Procurement for transactions of Rs. 5 lakhs and above", so expect most Gujarat purchases of that size to go through e-tendering.

Gujarat e-tender registration on nProcure

What you need

  • A Class 3 DSC "(Signing & Encryption)" combo, in the name of the organisation or the individual. nProcure's minimum requirements ask for "2 Separate Certificates-Signing & Encryption" under the Indian Root CA chain. If your DSC has only a signing certificate, as many NIC bidders do, it isn't enough here. Our DSC guide explains the difference.
  • A computer that meets nProcure's minimum requirements: Windows 8.1 or later, Java (JRE) 1.8 or later, nProcure's PKI component (32-bit or 64-bit, from the home page), a recent Chrome, Edge or Firefox, and full administrator rights on office networks.
  • Your firm's details, an email ID, and a debit card, credit card or net banking for the portal charges.

How to register

  1. Click New User on tender.nprocure.com and complete Steps 1 and 2: user ID, password, secret question, email and captcha.
  2. Submit at Step 3 to create your account.
  3. Activate your account with your DSC: click Active Account, select your certificate, enter the token password if asked, and click Active.
  4. Pay the portal charges (next section). Your account opens for tender participation once they are paid.

Check your User ID and Company Name carefully before paying. The payment manual warns that they "cannot be changed/modified later".

nProcure portal charges: the Gujarat e-tender registration fee

Unlike most NIC portals, nProcure charges bidders a yearly fee, called portal charges. (n)Code's Portal Payment Process manual shows how to pay:

  1. Click Pay Portal Charges on the home page and log in with your user ID, password and DSC.
  2. Choose the vendor category, Standard or Premium, with New / Renewal as the subscription type.
  3. Pay online by debit card, credit card or net banking, through the Axis Bank or ICICI Bank payment gateway. ICICI corporate and personal net banking are offered too.
Vendor categoryAmount in the manualPeriod
Standard₹4,130One year
Premium₹5,900One year

The manual's screenshots date from May 2024, so confirm the current amount on the Pay Portal Charges screen before you pay. Bank transaction charges on credit cards are extra. Your Bidder Dashboard shows the portal charges' activation and expiry dates, next to your signing and encryption certificates' expiry dates. Renew before any of them lapses.

How to bid on nProcure

After you log in with your DSC, the Bidder Dashboard has these sections: Procurement Summary, My Favourites, Tasks To Do, My Bids In Process, Bid History, Document Library and E-Notices. Tender work happens under TMS (tender management).

In outline:

  1. Find the tender by client, name of work or tender ID, or with Advance Search. Search filters include the Processing Fee, ECV (estimated contract value) and EMD Fee.
  2. Download the tender documents and read the notice for the fee, EMD, eligibility and dates. The guide to reading a tender document helps.
  3. Ask questions under TMS → Tenders In Process → Bid Clarification. The FAQ asks you to save the confirmation after sending.
  4. Fill and upload your bid, sign it with your DSC and submit before the closing time.

nProcure has separate user manuals for editing a bid in percentage-rate tenders (you quote a percentage above or below the estimate) and item-rate or BOQ tenders (you quote a rate for each item). Find them on the FAQ and Support pages. nProcure also runs online training every Thursday, 3:30 pm to 4:30 pm, as its home page notice says.

Tender fee and EMD in Gujarat tenders

nProcure's portal charges are only for using the portal. Each tender sets its own processing fee (tender fee) and EMD, and says how to pay them. Read the tender notice: some tenders take payment online, while others ask for an instrument such as a demand draft by a stated date.

The EMD amount and any exemption follow the state's rules and the tender's own clause, not the central General Financial Rules. Our EMD guide explains how EMD works, when it comes back and when you lose it.

Results, corrigenda and awarded tenders

nProcure's search table has a Tender/Corrigendum Document column, so check for corrigenda on the tender's row before you submit. The home page also has:

  • Awarded Tender: tenders that have been awarded.
  • Tender Closing Calendar: which tenders close on which day.
  • Notice Board: maintenance windows and other notices from the portal.

Your own bids are under My Bids In Process and Bid History. See the tender status guide for what each stage means.

Common questions

What is nProcure?

nProcure is Gujarat's e-procurement system at tender.nprocure.com. It is built and run by (n)Code Solutions, a division of GNFC Ltd, and used by state departments, municipal corporations, electricity companies, water boards and other Gujarat bodies.

What is the nProcure registration fee?

Creating an account doesn't show a fee, but you must pay yearly portal charges to take part in tenders. (n)Code's manual shows ₹4,130 for the Standard category and ₹5,900 for Premium, for one year. Check the current amount on the Pay Portal Charges screen.

Which DSC is required for nProcure?

A Class 3 DSC combo with separate signing and encryption certificates, under the Indian Root CA chain. A signing-only DSC that works on NIC portals won't be enough.

Is e-tendering compulsory in Gujarat?

nProcure's home page links to the Gujarat government resolutions under the title "Mandatory e-Procurement for transactions of Rs. 5 lakhs and above". For any one purchase, the tender notice tells you how to bid.

Is nProcure the same as an NIC portal?

No. Most states use NIC's GePNIC software, but Gujarat uses nProcure, which has its own registration, portal charges and DSC rules. The portals guide lists the other states with their own systems.

What is the nProcure helpdesk number?

Toll-free 1-800-233-7944 or 1-800-419-4632, or 7359 021 663, as printed on the FAQ page. You can also email nprocure@ncode.in.
