Karnataka eprocurement: how to register and bid on KPPP

Karnataka eprocurement runs on KPPP, kppp.karnataka.gov.in. Registration fee, DSC, KTPP Act rules, bidding, EMD payment, tender search and results.

  • Karnataka runs its own e-procurement system, the Karnataka Public Procurement Portal (KPPP) at kppp.karnataka.gov.in, not NIC's. Under the KTPP Act, every procurement covered by the Act must go through KPPP.
  • Supplier registration costs ₹500 for one year and ₹100 a year to renew. Each user pays, including nominated users.
  • You need a Class 3 DSC with a signing certificate, your PAN, firm and bank details, and a power of attorney or affidavit in the Government of Karnataka format. Activation can take up to 24 hours or one working day.
  • The old portal, eproc.karnataka.gov.in, stopped supplier registration from 7 June 2024. Register and renew on KPPP.
  • You pay the tender processing fee and EMD inside the bid, by net banking, card, NEFT/RTGS challan or at a bank counter. EMD refunds go to the bank account in your registration.

Karnataka eprocurement doesn't run on the NIC software most states use. The state's departments, boards, corporations and local bodies publish their e-tenders on the Karnataka Public Procurement Portal (KPPP), under rules set by the Karnataka Transparency in Public Procurements (KTPP) Act. This guide explains how to register on KPPP, bid, pay EMD and find results, using the portal's own FAQs, manuals and notices.

What is KPPP, the Karnataka eprocurement portal?

KPPP stands for Karnataka Public Procurement Portal. The portal calls itself "the official online platform established by the Government of Karnataka", built in line with the KTPP Act. Its contact page names DPAR e-Governance, Government of Karnataka, as the project owner. Registrations are checked by the e-Procurement cell of the Centre for e-Governance (CeG).

The portal covers more than tenders. From one login you can bid in:

  • Tenders for goods, works and services, including pre-qualification (PQ) tenders.
  • Auctions, including direct auctions open to citizens.
  • Tender cum reverse auction, announced on KPPP in April 2025.

It also handles contract management for works, such as measurement books and bills, and performance security by electronic bank guarantee (e-BG).

eproc.karnataka.gov.in, the older portal

Before KPPP, Karnataka's e-tenders ran on eproc.karnataka.gov.in, now called "e-Procurement 1.0". A notice on that site says supplier registration moved to KPPP from 7 June 2024 and was turned off on the old portal. All suppliers are asked to use KPPP for new registrations and renewals, under Tenderers Segment → Supplier Registration.

The old site still matters in one way: it asks suppliers to keep their bank details updated there, so that EMDs from old tenders can be refunded.

The KTPP Act: rules behind e tenders in Karnataka

The Karnataka Transparency in Public Procurements Act, 1999 (Karnataka Act 29 of 2000) came into force on 4 October 2000. It applies to "procurement entities": government departments, state undertakings, local authorities, and boards, bodies or corporations owned or controlled by the state government. The parts a bidder should know:

A few more points:

  • Appeals: the appellate authority may allow up to 15 more days if you had sufficient cause for the delay.
  • Debarred list: the state publishes the bidders it debars on KPPP, under View Debarred Supplier.
  • Reserved tenders: the provisos to Section 6 reserve some works for SC and ST contractors. KPPP keeps a separate Reserve Tenders list.
  • Closing time: KPPP's search page quotes KTPP Rule 17(3): the last date for submission must be a working day, between 10:00 and 17:30.

Section 6B also allows Karnataka buyers to purchase on GeM, so check GeM tenders as well if you sell goods or services.

Karnataka tender registration on KPPP

You register once and can then bid for tenders from any Karnataka procurement entity on the portal. KPPP's FAQ says the registration isn't a check of your ability to do the work; it confirms who you are, that your firm is a valid entity and that you are authorised to bid for it.

What you need

  • A Class 3 DSC with a signing certificate. The FAQ says: "Bidders require a class 3 DSC with only Signing Certificate, to be mapped on the portal." KPPP's Get Digital Certificate from Licensed CA page lists CAs with their contacts. Our DSC guide explains which certificate to buy.
  • The right name on the DSC. KPPP takes the name of the person registering from the DSC. Its FAQ says that name field should hold only the person's name, and the name must match your board resolution or power of attorney "verbatim".
  • PAN of the firm or person registering.
  • Authorisation in the Government of Karnataka's format: an affidavit (individual, sole proprietor or company-nominated user) or a power of attorney (company, partnership or consortium), with a board resolution where one appointed you. Formats are under Supplier Registration Forms on KPPP. A scanned upload is enough; no paper copy is needed.
  • Bank account details, entered carefully. EMD refunds are paid by NEFT to this account.
  • A working email and mobile number, which you verify during sign-up.

How to register

  1. Open Tenderers Segment → Supplier Registration on kppp.karnataka.gov.in and verify your email and mobile number.
  2. Choose your applicant type: company, sole proprietor, partnership, foreign firm, or individual/other. KPPP has a separate user manual for each.
  3. Insert your DSC so the portal can read your name from it.
  4. Enter firm details, PAN, contact details and bank details, and upload your affidavit or power of attorney.
  5. Pay the ₹500 registration fee online.
  6. Wait for approval by CeG. The FAQ says activation "may take up to 24 Hrs or one working day", and you get an email either way. If your application is rejected, the fee is refunded.

Renewal: registration lasts one year and renews for ₹100 a year. Extra users: the authorised signatory can add colleagues as nominated users and register their DSCs. Each nominated user then completes registration and pays ₹500.

Auctions only? If you just want to bid in an online auction, register as a Direct Supplier. KPPP's FAQ says direct suppliers don't need a DSC.

How to bid on KPPP

KPPP's bid submission manual for works tenders walks through these steps. Goods and services tenders follow the same pattern.

  1. Log in, open Tender Management → Search Tenders, open the tender and download its documents.
  2. Pay the Tender Processing Fee using any e-payment mode.
  3. Pay the EMD under EMD Payment, again by e-payment.
  4. Answer the General Conditions of Eligibility (Yes or No) and the Technical Qualification Criteria, attaching the documents each one asks for.
  5. Upload Bid Documents. The manual's limits: technical documents up to 30 MB a folder, financial documents up to 1 MB a folder.
  6. Fill the Item wise Bid Financial Offer. Verify your DSC, quote your rates and, if needed, add the tax breakup.
  7. Accept the Declaration. Every task must show a green tick before you can submit.
  8. Click Continue to Sign, then Sign and Encrypt, enter your DSC password and click Submit Bid.
  9. Check My Bids. The status shows "Bid Submitted".

Until the closing time you can still change your bid: go to My Bids under Tender Management and choose Edit Bid or Cancel Bid. After closing, the portal locks the tender box. The manual's advice holds for every portal: submit early, on a stable connection, never at the last minute.

EMD and fee payment on KPPP

KPPP's payment manuals cover these modes:

For NEFT/RTGS and counter payments, use the system-generated challan and update the payment within seven days, or the challan expires. These offline payments take longer to be confirmed; if a deadline is close, net banking or a card avoids that wait. For payment problems, KPPP lists an ICICI Bank helpdesk for e-payment services.

Refunds go by NEFT to the bank account in your registration, so keep it right. In October 2025 KPPP asked suppliers with Karnataka Vikasa Grameena Bank accounts to update their details after a bank merger, "to avoid rejection of EMD Refunds".

Performance security: since March 2025, a winning bidder can submit it as an electronic bank guarantee. KPPP's notice says stamp duty on an e-BG is ₹200, against ₹300 for a paper BG. Choose Electronic BG under the Submit PBG task after your letter of acceptance.

Tender search and results on KPPP

You can search without logging in. On Search Tenders, pick a category (goods, works or services) and a status, then filter by procuring entity or published dates. Advanced Search adds tender name, sub-category, ECV range (estimated contract value), department location and closing dates.

Can I change my bid after submitting it on KPPP?

Yes, until the closing time. Open My Bids under Tender Management and choose Edit Bid or Cancel Bid. After the deadline the tender box is locked and no changes are possible.
