Tender status and results: how to track your bid and find who won

Once you've submitted a bid, the portal is the quickest place to find out whether you qualified, why a bid was rejected, who won and at what price. Here is where to look on NIC portals, CPPP and GeM, and what each stage means.

Tender status stages on NIC portals

Open Tenders Status from the left menu of any GePNIC portal. The quickest search is by Tender ID, which finds an exact match. You can also pick a stage to list every tender at that stage, or search by organisation or tender reference number, but the portal uses only one criterion at a time.

A single-cover tender shows one Bid Opening stage in place of the separate technical and financial openings.

Logged-in bidders also get Tender Status on the dashboard, Bid Opening (Live) to follow an opening as it happens, and Short fall Documents, where the buyer asks for missing papers. On eprocure.gov.in, under Ministry of Finance instructions, participating bidders can view each other's documents after technical opening in tenders with two or more covers, unless the buyer got approval to hide them.

What the stage summary shows

The status page links to the full stage summary, a "Tender Summary Reports" page. Depending on how far the tender has gone, it shows:

• Bids List: each bid's number, bidder, submission time and status (Accepted-Technical, Rejected-Technical, Not Admitted-Fee/PreQual/Technical, Admitted-Finance, Accepted-AOC), with Remarks that often give the reason for rejection. In a Jammu and Kashmir PWD road tender in 2026, two of 15 bids were rejected: one had pledged its deposit to the wrong officer, the other uploaded documents from a different work.
• Technical Evaluation Summary Details: the committee, the financial opening date and often a summary PDF.
• Finance Bid Opening Summary and BOQ Comparative Chart. The chart is built from bidders' BOQ files, and NIC's FAQ warns that a bid with a mistake in the sheet name or values can drop out of it.
• Financial Evaluation Bid List: each qualified bid's value and rank.
• AOC: contract date, total contract value, completion period, the AOC document and the awarded value.

Not every department fills in every section. A blank section doesn't mean your bid has a problem.

Finding who won: AOC and results pages

On NIC portals, click Results of Tenders in the top menu (Bid Awards on eprocure.gov.in). Search by Tender ID or a keyword from the title or reference number, with the CAPTCHA. The list has columns for the AOC date, the tender, the organisation and the AOC.

On CPPP, open Result of Tenders, which has separate central and state tabs. Filter by organisation, keyword, tender ID, location, year and AOC Status (Published AOC or Canceled AOC), and type the CAPTCHA. CPPP's FAQ says an award shows the number of bids received, the bidders who qualified technically, the selected bidder, the contract date and the contract value.

Central buyers have to publish. Rule 159 of the General Financial Rules makes ministries, their offices and autonomous bodies publish "details of bid awards" on GeM-CPPP. Rule 173(xviii) wants the successful bidder's name on GeM-CPPP, the buyer's website and its notice board. The Manual for Procurement of Goods 2024 allows exceptions only for commercially or security-sensitive cases, with the Secretary's sanction. CPSEs buying for commercial resale may publish after six months.

Use results to price your next bid (how L1 is decided). If you lost, your EMD should come back within 30 days of the award (EMD in tenders).

GeM: bid status, reverse auction and result

Anyone can check a GeM bid. On bidplus.gem.gov.in, choose Bid/RA Status and filter by Technical Evaluated, Financial Evaluated or Bid /RA Awarded. Each bid shows Not Evaluated, Technical Evaluation, Financial Evaluation or Bid Award; a bid split into schedules can show Fully Awarded or Partially Awarded.

View Bid Results lists each seller as Qualified or Disqualified under Technical Evaluation, then each qualified seller's total price and rank under Financial Evaluation. After a reverse auction, View RA Results gives the final ranks; a seller who didn't bid in the RA is ranked on its bid price, marked "(Bid Price)". View Contract opens GeM's contract search, which asks for a CAPTCHA.

As a seller, track the bid under Participated after logging in; GeM's FAQ says a bid at Not Evaluated doesn't show there yet. If you're disqualified, you can see the buyer's reasons. If an RA follows, find it under Ongoing Bids/RA and click Offer Price; the reverse auction guide has the rules. GeM's terms make you responsible for checking your dashboard, since email and SMS alerts are only an extra.

GeM's FAQ says orders from a bid or RA are deemed accepted, so a winner can't decline them. Unsuccessful sellers' EMD is due back within 15 days of the award, or of the technical result for those who failed there.

If you think the evaluation was wrong

Start with the stated reason: the Remarks on NIC portals, or the rejection reason on your GeM dashboard.

On GeM:

1. A disqualified seller can raise a one-time representation within 48 hours after technical evaluation. The buyer must answer before opening financial bids.
2. Under clause 31 of GeM's terms, a directly affected bidder can apply to the buyer or its designated authority for review, giving the grounds, the bid clauses, its GeM Seller ID and entity name. Only technically qualified bidders can seek review of the financial stage.
3. GeM itself takes complaints only about violations covered by the disclaimer published with the bid, until technical evaluation is final, and only if you raised them with the buyer before bid opening without a satisfactory answer.

In central government tenders, the tender should have a grievance clause. The Manual for Procurement of Goods 2024 (para 3.4) and the Manual for Procurement of Works 2025 (para 8.4) suggest this:

1. Apply for review within 5 days of the decision to the officer named in the tender (or the head of the procuring entity if none is named), citing the grounds and tender clauses.
2. Unsuccessful bidders may ask for a de-briefing on their rejection within 5 days of the technical or financial results.
3. Complaints during evaluation get a final reply after the award; grievances after the award should be settled within 30 days.

Decisions on the mode of procurement, purchase preferences under government policy and negotiation with L1 aren't open to review, and specifications can be questioned only as vague or too restrictive. Vigilance complaints are a separate route.

CPPP's Grievance/Suggestions form also takes complaints about central tenders; its general sub-categories include "Declaration of Tender Results" and "Refund of EMD". It verifies you by email OTP, gives an acknowledgement number and forwards the complaint to the ministry or PSU, which decides it. MSEs can report breaches of the MSE policy on the Ministry of MSME's CHAMPION portal (MSME benefits).

A sound complaint can change the result: NIC's FAQ says a department can re-admit a rejected bid with a "Tender Revocation Corrigendum", meant for court rulings or inadvertent errors. State tenders follow state rules, so read the tender's own grievance clause.
