In short
- Chandigarh e-tenders run on etenders.chd.nic.in, the "eProcurement System Chandigarh UT Administration". NIC designed, built and hosts it on its GePNIC software, the same system as eprocure.gov.in and most state portals.
- Three organisations publish there: Chandigarh Administration, the Municipal Corporation and Panjab University. On 31 October 2026 they had 141, 127 and 3 tenders listed.
- You enrol through Online Bidder Enrollment with a Class 3 DSC (signing certificate) and map it to your account. An account on the Punjab or Haryana portal doesn't work here.
- PGIMER posts its tenders on its own website, not on the Chandigarh portal. Central offices in the city buy on GeM, and CPWD uses its own e-tender site.
- A bid counts only after you freeze it. Pay any online fee and EMD at least a day before closing.
E tender Chandigarh work happens on etenders.chd.nic.in, the Chandigarh UT Administration's e-procurement portal. The UT's departments and the Municipal Corporation publish their tenders there and take bids online, so if you have bid on any NIC portal, the screens will look familiar. This guide covers the portal, who uses it, registration, searching and bidding, and the other places Chandigarh tenders appear: PGIMER, GeM and CPWD.
What is the Chandigarh e-tender portal (etenders.chd.nic.in)?
The portal's header reads eProcurement System Chandigarh UT Administration. Many people search for it as "etender chd", after its web address. Its footer says the contents are "owned and maintained by concerned Departments in coordination with Finance Department and Information Technology Department", and that it is designed, developed and hosted by the National Informatics Centre (NIC).
It runs on GePNIC, NIC's e-procurement software, so the menus match other NIC portals:
- Search, Active Tenders, Tenders by Closing Date, Corrigendum and Results of Tenders across the top, with Contact Us and Sitemap.
- Tenders by Location, Tenders by Organisation, Tenders by Classification, Tenders in Archive, Tenders Status and Cancelled/Retendered on the left.
- MIS Reports, Downloads, Announcements, Debarment List, Recognitions and Site compatibility for reports, help files and checks.
Searching active tenders asks for a CAPTCHA each time, as on other NIC portals.
Who publishes tenders on the Chandigarh portal
The portal's Tenders by Organisation page lists just three organisations. On 31 October 2026 it showed:
| Organisation | Tenders listed |
|---|---|
| Chandigarh Administration | 141 |
| Municipal Corporation | 127 |
| Panjab University | 3 |
Chandigarh Administration is the UT government. Its departments and offices sit under this one name, so open it to see which department and office issued each tender. Municipal Corporation is the city's municipal corporation. Panjab University publishes a few tenders here too.
These counts change through the day as tenders open and close. GovtTenderHub read 271 open tenders from the Chandigarh portal on 31 October 2026, matching the portal's total.
Chandigarh, Punjab and Haryana are separate
Chandigarh is also the capital of Punjab and Haryana, and many of those states' offices are in the city. Their tenders go on their own states' portals, not on etenders.chd.nic.in:
- Punjab government departments and boards: eproc.punjab.gov.in. See the Punjab e-tender guide.
- Haryana government departments and boards: etenders.hry.nic.in. See the Haryana e-tender guide.
So if you work across the tricity, with Mohali in Punjab and Panchkula in Haryana, you may need accounts on all three portals.
Other places Chandigarh tenders appear
| Buyer | Where they publish | Open on 31 October 2026 |
|---|---|---|
| UT Administration, Municipal Corporation, Panjab University | etenders. | 271 |
| Central offices and others buying goods and services | GeM | 92 bids |
| PGIMER | Its own website | 23 |
| CPWD | etender. | 13 |
The counts are what GovtTenderHub had open for Chandigarh that day. Our Chandigarh tenders page shows all of them in one list, and searching is free.
E-tender Chandigarh registration
Registration is the standard NIC enrolment, and our NIC registration guide walks through each screen. In short:
- Get a Class 3 DSC (digital signature certificate) with a signing certificate, in the name of the person who will sign your bids. Bidders on NIC portals don't need an encryption certificate. Buy it from a certifying authority licensed by the Controller of Certifying Authorities; see the DSC guide.
- Click Online Bidder Enrollment on etenders.chd.nic.in. Your email ID becomes your login ID and can't be changed later. The password must be 8 to 32 characters.
- Enter your firm's details: company name, registration number, address, PAN, year of establishment, legal status and category, such as a micro unit under MSME. NIC's manual says the company name can't be changed later.
- Add a contact person, type the CAPTCHA and submit.
- Log in and enrol your DSC. You become a valid bidder only after this step. A new DSC can take up to 24 hours to be recognised, so do it at least a day before you plan to bid.
- Pick product categories under My Accounts if you want emails about new tenders in your line of work.
One DSC per account. A DSC mapped to your account can't be moved to another account. When you renew it, remove the old one under DSC information and enrol the new one.
Fees: NIC's FAQ says "NIC does not charge the Bidders for enrollment", and adds that this depends on the organisation's policy. Read the Chandigarh portal's Announcements before you enrol for any notice about charges. Each tender sets its own tender fee and EMD.
How to search for Chandigarh tenders
You can browse the portal without logging in:
- Tenders by Organisation: pick Chandigarh Administration, Municipal Corporation or Panjab University, then the department or office.
- Tenders by Classification: tenders grouped by category.
- Tenders by Closing Date: tenders closing soon.
- Search: by tender ID or words in the title.
- Corrigendum: changes to dates, documents or terms after a tender was published.
Once you have an account, add a tender to your favourites so it moves to My Tenders and you get its updates by email and SMS. NIC's guidelines warn that delivery of these alerts isn't guaranteed, so keep checking until the closing date.
If you would rather not check every day, GovtTenderHub's tender alerts can email you new Chandigarh tenders. Alerts for one district are free, and paid plans start at ₹299 a month including GST.
How to bid on etenders.chd.nic.in
- Open the tender from My Tenders and download the NIT (notice inviting tender) and the work item documents, including the BOQ (bill of quantities).
- Read the tender page: the Payment Mode, the Covers Information, the Tender Fee Details, the EMD Fee Details, Withdrawal Allowed and the Critical Dates.
- Click Proceed for Bid Submission and go through the fee and EMD screens. To claim an exemption, upload the certificate the tender asks for. You can't change it after you confirm.
- Encrypt & Upload each cover with your DSC. Keep & and commas out of file names, and scan documents at 75 to 100 DPI.
- Upload the BOQ in the finance cover with only your name and rates filled in. Never rename the file or the sheet.
- Freeze Bid Submission and print the acknowledgement with your Bid ID.
You can resubmit before the deadline if the tender allows it; the latest upload replaces the old one. If you withdraw, NIC's guidelines say you can't take part in the same tender again.
PGIMER tenders
The Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh's central government medical institute and hospital, isn't on the Chandigarh portal's list of organisations. It posts its tender notices on its own website, pgimer.edu.in, in a tender list where each notice shows its date of submission and opens a page of its own. GovtTenderHub had 23 open PGIMER notices on 31 October 2026.
What to know before you bid:
- Read each notice for how to submit. Follow what the notice says about where bids go, the fee and the EMD.
- Central buyers also use GeM. Under Rule 149 of the General Financial Rules, central buyers must buy goods that are available on GeM through GeM. So watch GeM as well as PGIMER's own list.
- Hospital tenders ask for more papers. Expect a licence for the medical device, the manufacturer's authorisation if you are a dealer, past supplies to government hospitals and a warranty. Our medical equipment tenders guide explains each of these.
A few PGIMER notices are for its PGI Satellite Centre at Sangrur, in Punjab. GovtTenderHub lists those under Punjab.
GeM tenders for Chandigarh buyers
Central government offices in Chandigarh buy goods and many services on GeM, the Government e-Marketplace, rather than on the UT portal. GovtTenderHub had 92 open GeM bids from Chandigarh buyers on 31 October 2026.
To sell on GeM you need a separate GeM seller account; your Chandigarh portal account doesn't carry over. GovtTenderHub shows GeM bids from Chandigarh buyers on its Chandigarh page, next to the portal's tenders. Read the bid document's terms before you quote.
CPWD works in Chandigarh
CPWD, the Central Public Works Department, uses its own e-tender website, etender.cpwd.gov.in, with its own vendor registration. GovtTenderHub had 13 open CPWD tenders in Chandigarh on 31 October 2026.
CPWD's normal works up to ₹50 crore are open only to CPWD-enlisted contractors of the right class and category. Under the enlistment rules, contractors in Classes III, IV and V can bid only in the region of the authority that enlisted them. The region that includes Chandigarh also covers Punjab, Haryana, Rajasthan, Himachal Pradesh, Uttarakhand, Uttar Pradesh, Jammu & Kashmir, Ladakh and Delhi. The CPWD e-tender guide covers registration and bidding there.
Results, corrigenda and the debarment list
- Corrigendum: check it before you bid and again before you freeze. Dates, quantities and terms can change.
- Tenders Status: shows how far a tender has gone after closing, such as technical evaluation or financial bid opening.
- Results of Tenders: shows the outcome once the department publishes it. Your own bids are under My Active Bids after you log in.
- Cancelled/Retendered: tenders that were dropped or called again.
- Debarment List: firms barred from bidding. Check it before you team up with another firm.
For login, DSC or upload problems, use Contact Us at the top of the portal. Questions about a tender's terms, documents or dates go to the Tender Inviting Authority named in the tender.
Common questions
What is the official e-tender website of Chandigarh?
etenders.chd.nic.in, the eProcurement System of the Chandigarh UT Administration, built and hosted by NIC. The UT Administration, the Municipal Corporation and Panjab University publish their e-tenders there.
Is registration on the Chandigarh e-tender portal free?
NIC's FAQ says it doesn't charge bidders for enrolment, though this depends on the organisation's policy, so check the portal's Announcements. You pay for your own Class 3 DSC, and each tender sets its own tender fee and EMD.
Which DSC do I need for etender CHD?
A Class 3 DSC with a signing certificate, enrolled on your account after your first login. A new DSC can take up to 24 hours to be recognised, and the same DSC can be enrolled on other NIC portals too.
Where are PGIMER tenders published?
On PGIMER's own website, in its tender list at pgimer.edu.in. Each notice says how to submit. PGIMER is a central institute, so the GeM rule for central buyers applies to it too: watch GeM as well.
Are Municipal Corporation Chandigarh tenders on the same portal?
Yes. They are listed under "Municipal Corporation" on etenders.chd.nic.in, which had 127 of them on 31 October 2026, almost as many as the UT Administration.
Can I use my Punjab or Haryana e-tender login for Chandigarh?
No. Each NIC portal keeps its own list of bidders, so you enrol separately on etenders.chd.nic.in. You can enrol the same DSC on each portal.
