Eproc Punjab: How to Register and Bid on eproc.punjab.gov.in
Eproc Punjab guide: bidder registration and its fee, Class 3 DSC, bidding step by step, paying EMD via SBI, results and the eproc.punjab.gov.in helpdesk.

- Punjab e-tenders run on eproc.punjab.gov.in, the "eProcurement System Government of Punjab". NIC built and hosts it on its GePNIC software, the same system as eprocure.gov.in and most state portals.
- The busiest buyers are the Department of Water Resources and the Department of Local Government, followed by PSPCL, PSTCL, Punjab Mandi Board, Water Supply and Sanitation and Milkfed (Verka).
- You enrol through Online Bidder Enrollment with a Class 3 DSC. Unlike many NIC portals, Punjab asks all bidders to pay a registration fee and submit documents; the portal says bidders who don't pay can't take part in bidding.
- Fees and EMD are paid online through SBI's payment system. If you use another bank's net banking, the portal asks you to pay at least three working days before the last date.
- The portal's own helpdesk is on 0172-2970263 and 0172-2970284 on working days, and the 24 x 7 NIC helpdesk is on 0120-4001002.
Eproc Punjab is the Punjab government's e-procurement portal, eproc.punjab.gov.in, where the state's departments, corporations, boards and agencies publish tenders and take bids online. It runs on the National Informatics Centre's GePNIC software, so the screens match other state portals, but Punjab has a few rules of its own: a bidder registration fee, and clear advice on when to pay online. This guide covers what is on the portal, how to register, how to bid and pay, where to see results, and whom to call.
What is eproc Punjab?
The portal's welcome text says the eProcurement System for the Government of Punjab "enables the Departments/ Corporations/ Boards/ Agencies etc to create and publish their tenders". It also lets tenderers download the tender documents, corrigenda and timelines, and then submit bids online. The footer says NIC designed, developed and hosts it, and that the contents are "owned and maintained by the respective Government Departments/Organisation".
So NIC keeps the system running, and each department is responsible for its own tenders. You don't need to log in to browse. From the home page you can open:
- Search, Advanced Search, Active Tenders and Tenders by Closing Date.
- Tenders by Location, Tenders by Organisation and Tenders by Classification.
- Corrigendum, Results of Tenders, Tenders Status, Cancelled/Retendered and Tenders in Archive.
- Debarment List, Announcements, MIS Reports, Downloads and a DashBoard.
The right-hand menu has Login, Online Bidder Enrollment, Generate / Forgot Password? and Find My Nodal Officer, plus the help pages: Help For Contractors, Guidelines for Hassle Free Bid Submission, Information About DSC, the FAQ and the Bidders Manual Kit. There is also a link to a Mobile App.
Punjab tender IDs look like 2026_DLG_176287_3, where the middle letters stand for the department (DLG for Local Government in this case).
Who publishes on eproc.punjab.gov.in
In the live tenders we tracked from the Punjab portal in late September 2026, two departments posted about three out of every four tenders:

Universities such as Guru Nanak Dev University and Punjab Agricultural University, GMADA and the Punjab State Sports Council also post tenders. Most of the portal is civil work, so if you are a works contractor, Punjab civil works tenders on GovtTenderHub is a quick place to start.
Government tenders in Punjab: who publishes where
Central offices in Punjab don't use the state portal. If you want all government work in the state, you need more than one login.

Eproc Punjab registration
You register once on eproc.punjab.gov.in, and the account works for every department on it. It doesn't work on other portals; Haryana, Himachal or eprocure.gov.in each need their own enrolment, though you can map the same DSC on each.
What you need
- A Class 3 DSC with a signing certificate, on a USB token, in the name of the person who signs your bids. NIC portals don't need an encryption certificate from bidders. The DSC guide explains what to buy.
- An email ID, which becomes your login ID and can't be changed later.
- A mobile number you check.
- Firm details and documents: PAN, registration number, address, legal status and contact person, plus the documents the portal asks for with the registration fee. Keep your Udyam certificate ready if you are a micro or small enterprise.
- A bank account you will keep open. The portal warns against closing the account you pay fees and EMD from, because refunds depend on it (more on this below).
How to register on eprocurement Punjab
- Click Online Bidder Enrollment on the home page.
- Enter your login details: your email ID as the Login ID, a password of 8 to 32 characters, a correspondence email and your mobile number.
- Enter your company details: name, registration number, address, PAN, establishment year, legal status and category. NIC's manual says the company name can't be changed later.
- Add the contact person, type the captcha and click Submit.
- Log in and map your DSC. You become a valid bidder only after this step. A new DSC can take up to 24 hours to be recognised.
- Pay the bidder registration fee and submit the documents when the portal asks for them. The notice doesn't say at which step this comes, so follow the screens after you log in.
- Set alerts under My Accounts by picking product categories, so the portal emails you about new tenders in your line.

Bidder registration charges
The portal's announcement "Intimation Regarding Bidder Registration Charges" says: "All bidders are required to submit the registration fee along with the relevant documents, as mentioned on the portal." It adds that bidders who don't pay are not allowed to take part in bidding.
The announcement doesn't state the amount, and we haven't put a figure here because we couldn't confirm it on an official page. Check the amount and how to pay it on the portal itself after you log in, or ask the Punjab helpdesk listed below.
How to bid on eproc Punjab
- Find the tender, open it and click Set Open Tender as Favorite so it moves to My Tenders.
- Read the tender page: payment mode, covers, tender fee, processing fee if any, EMD, whether exemption is allowed, and the critical dates.
- Download the NIT and work item documents, including the BOQ (the list of items you price).
- Click Proceed for Bid Submission, then pay or claim exemption for the fees and EMD.
- Encrypt & Upload each cover with your DSC. Keep symbols such as & and # out of file names, and upload the department's Excel BOQ without renaming it.
- Click Freeze Bid Submission and save the acknowledgement with your Bid ID.
A bid that isn't frozen is incomplete and isn't evaluated. You can resubmit before the deadline if the tender allows it, but if you withdraw, NIC's guidelines say you can't bid in that tender again.
Paying tender fee, processing fee and EMD
The portal's payment help points to SBI: the e-payment contacts on its Contact Us page are SBI's, and they ask you to quote the eProcurement reference number you see under Pay Online → SBI Bank → Payment Verification. Payment can be made by internet banking or by NEFT/RTGS.
Three notices on the portal matter here:
- Pay early from other banks. Bidders using net banking at banks other than SBI should pay EMD and other fees "at least three working days prior to the last date".
- NEFT/RTGS doesn't settle on some days. The portal warns that NEFT/RTGS transactions don't settle on Sundays, the 2nd and 4th Saturdays of the month, or declared bank holidays. Count those days when you plan a challan payment.
- Keep the paying account open. Don't close or suspend the account you used to pay EMD, tender fee or processing fee. The notice says that if a refund fails for that reason, the department isn't responsible.
You can freeze a bid only after the payment shows as successful. The EMD amount and any exemption are set in each tender's EMD Fee Details; the central 2% to 5% range in GFR Rule 170 binds central ministries, not Punjab's departments. The EMD guide explains how EMD works and when it comes back.
Search, corrigenda and results on eproc Punjab
Search: Tenders by Organisation shows one department's list, such as Water Resources or Local Government. Tenders by Location narrows it to your area. Search and downloads ask for a captcha each time.
Corrigenda: check Corrigendum before you bid, because dates, quantities and terms change. Favourite tenders send you email updates, but delivery isn't guaranteed, so keep checking.
Results: Tenders Status shows the stage a tender has reached, and Results of Tenders shows the outcome. Your own bids are under My Active Bids after login, and Cancelled/Retendered lists tenders that were called off or issued again. The tender status guide explains each stage.

The portal's Contact Us page lists three kinds of help:

Always put the Tender ID in the subject line of your email; the page says this helps them sort queries. Callers from abroad add the country code 91. For e-payment problems, the page lists SBI's contacts and asks you to quote the eProcurement reference number and how you paid.
Questions about a tender's terms, documents or dates go to the Tender Inviting Authority named in the tender. The helpdesk can fix login, DSC and payment problems, but only the department can change a tender, through a corrigendum.
