E-Tender Haryana: How to Register and Bid on etenders.hry.nic.in

Etender Haryana means the state's online tender portal, etenders.hry.nic.in, where Haryana's departments, boards and corporations publish tenders and take bids. It runs on the National Informatics Centre's GePNIC software, the same system behind most state portals, so the steps will feel familiar if you have bid elsewhere. This guide covers what is on the portal, how to register, how to bid, how fees and EMD work, and where to find results and help.

What is the e-tender Haryana portal?

The portal's title is eProcurement System Government of Haryana. Its welcome text says it "enables the Tenderers to download the Tender Schedule free of cost" and then submit bids online.

The footer explains who runs what. NIC designed, developed and hosts the system. The contents are "owned and maintained by concerned Departments in coordination with Finance Department and Information Technology Department, Government of Haryana". So NIC keeps the software working, and each department writes and answers for its own tenders.

You don't need to log in to browse. From the home page you can open:

  • Search, Advanced Search, Active Tenders and Tenders by Closing Date.
  • Tenders by Location, Tenders by Organisation and Tenders by Classification.
  • Corrigendum, Results of Tenders, Tenders Status, Cancelled/Retendered and Tenders in Archive.
  • Debarment List, Announcements, MIS Reports and Downloads.

The right-hand menu has Login, Online Bidder Enrollment, Generate / Forgot Password? and a link called Find My Nodal Officer. Haryana tender IDs look like 2026_HRY_550650_1 for government departments and 2026_HBC_550558_1 for boards and corporations. Keep the Tender ID handy, because the helpdesk asks for it.

Who publishes tenders on etenders.hry.nic.in

The portal groups buyers under two headings: Haryana Government (departments) and Haryana Board Corporation (boards, corporations and state companies). In the live tenders we tracked from the Haryana portal in late September 2026, the busiest buyers were:

Urban Local Bodies alone posted close to a quarter of the live tenders: roads, drains, street lights, sanitation and repairs in towns and cities. Public Health Engineering posts water supply and sewerage work, and PWD (B&R) posts roads and buildings. The power companies (HPGCL for generation, HVPNL for transmission, and the two distribution companies DHBVN and UHBVNL) buy equipment, spares and services. Medical colleges, the Agricultural Marketing Board, HSIIDC and GMDA also post regularly.

Government tenders in Haryana: who publishes where

Not every tender in Haryana is on the state portal. Central offices in the state use central systems, so a contractor working in Haryana often needs more than one login.

E-tender Haryana registration

You register once on etenders.hry.nic.in and can then bid for any department or board on it. The account doesn't carry over to other portals. Punjab, Himachal or eprocure.gov.in each need their own enrolment, though one DSC can be mapped on all of them.

What you need

  • A Class 3 DSC with a signing certificate, on a USB token, in the name of the person who signs your bids. NIC portals don't ask bidders for an encryption certificate. The DSC guide explains what to buy.
  • An email ID, which becomes your login ID and can't be changed later.
  • A mobile number you check, for alerts and one-time messages.
  • Firm details: PAN, registration number, address, legal status, year of establishment and contact person. Keep your Udyam certificate ready if you are a micro or small enterprise.
  • A computer with the token's driver installed. The Site compatibility page and Downloads list what the portal needs. Use broadband rather than mobile data when you upload a bid.

How to register on eprocurement Haryana

  1. Click Online Bidder Enrollment on the home page.
  2. Fill in the login details: your email ID as the Login ID, a password of 8 to 32 characters, a correspondence email and your mobile number.
  3. Fill in the company details: company name, registration number, address, PAN, establishment year, legal status and company category. NIC's manual says the company name can't be changed later, so type it exactly as on your PAN.
  4. Add the contact person, type the captcha and click Submit.
  5. Log in and map your DSC. On the first login the portal asks you to enrol your certificate. You become a valid bidder only after this step.
  6. Allow a day for a new DSC. NIC says a freshly issued DSC can take up to 24 hours to be recognised, so don't register on the closing day.
  7. Set alerts under My Accounts: pick product categories and the portal emails you when matching tenders are published.

How to bid on etenders.hry.nic.in

The bid steps are the standard GePNIC ones:

  1. Find the tender, open it and click Set Open Tender as Favorite so it moves to My Tenders.
  2. Read the tender page: payment mode, covers, tender fee, EMD, whether exemption is allowed, and the critical dates. You can't submit before the bid submission start date.
  3. Download the NIT and work item documents, including the BOQ (bill of quantities, the list of items you price).
  4. Click Proceed for Bid Submission, then pay or claim exemption for the fee and EMD.
  5. Encrypt & Upload each cover with your DSC. Keep file names free of symbols such as & and #, and upload the department's Excel BOQ without renaming it.
  6. Click Freeze Bid Submission and save the acknowledgement with your Bid ID.

A bid that isn't frozen is treated as incomplete and isn't evaluated. You can resubmit before the deadline if the tender allows it. If you withdraw, NIC's guidelines say you can't take part in the same tender again. The portal logs you out after 20 minutes without activity, so keep every file ready before you start.

Tender fee and EMD on Haryana tenders

Each tender's page has a Tender Fee Details box and an EMD Fee Details box. They show the amount, who it is payable to, and whether an exemption is allowed. The Payment Mode line says whether you pay online or offline.

  • Online: click Pay Online, confirm and pay the total in one go. You can freeze the bid only after the payment shows as successful.
  • Offline: enter the details of the instrument (a demand draft, for example), upload its scan where the covers ask, and deliver the original by the tender's deadline. If the scan and the original don't match, the bid can be rejected.

NIC's bid submission guidelines advise paying online at least a day before closing. Bank challans take the longest to show as paid.

How much EMD? The amount is fixed in each tender. The central rule of 2% to 5% of the estimated value (GFR Rule 170) binds central ministries, not Haryana's departments, and neither does the central exemption for micro and small enterprises. Searching Haryana tenders, corrigenda and results

Searching: use Tenders by Organisation to see one department's list, such as Urban Local Bodies or HUDA, or Tenders by Location for your district. Search and document downloads ask for a captcha each time.

Corrigenda: dates, quantities and terms often change after a tender is published. Check Corrigendum before you bid, and mark your tenders as favourites so the portal emails you their changes. Delivery of these emails isn't guaranteed, so keep checking until the closing date.

Results: after opening, Tenders Status shows the stage a tender has reached (technical evaluation, financial opening, award) and Results of Tenders shows the outcome. Your own bids appear under My Active Bids after login. Cancelled/Retendered lists tenders that were called off or issued again.   • Email: support-eproc(at)nic(dot)in. Put the portal's URL and the Tender ID in the subject, with your contact details in the mail.

For anything about a tender itself, such as its terms, documents or dates, the page says to contact the Tender Inviting Authority named in the tender. The helpdesk can fix login, DSC and upload problems; it can't extend a deadline. Only the department can do that, through a corrigendum.
