In short
- Bihar e-tenders run on eProc 2.0 at eproc2.bihar.gov.in, the Government of Bihar's own system, not NIC's. The Bihar State Electronics Development Corporation (BELTRON) is the nodal agency, with support from mjunction.
- Vendor registration is online: verify your mobile and email by OTP, enter PAN, GSTIN and bank details, pay the registration amount online, then set your password and attach your DSC.
- You register two certificates: your DSC at sign-up, and an encryption certificate under My Profile. NIC portals need only a signing certificate.
- If you had an eProc 1.0 user ID, you can use it on eProc 2.0, and the system carries over your registration validity.
- Bihar has an extra step: you must authorise your bid within the stipulated period for it to be opened. You can modify a bid any number of times before closing.

A Bihar e-tender from a state department, corporation or board is published on eProc 2.0, the Bihar government's e-procurement portal. It is not an NIC portal, so it has its own vendor registration, fee and certificate steps. This guide covers who publishes there, how to register and bid, and whom to contact, using the portal's own FAQ, registration manual and contact list.
What is eProc 2.0, the Bihar e-tender portal?
The portal at eproc2.bihar.gov.in calls itself "Bihar Govt. eProcurement" or "Eproc2.0 Govt. of Bihar". The Government of Bihar owns it. The Bihar State Electronics Development Corporation, a state government undertaking better known as BELTRON, is the nodal agency, and the footer says the portal is "Supported by mjunction".
The older system, eProc 1.0 at eproc.bihar.gov.in, is still linked from the home page, and users of the old system can carry their account across (see below). The home page also says the platform will add a "fully automated payments and refunds mechanism", rolled out in phases.
Two terms from the portal's FAQ that confuse new bidders:
- Live Tender: bidding is open now, and you can take part.
- Publish Tender: the department has published the tender, but bidding hasn't started yet. You can read it but can't bid until the bid start date.
Who publishes Bihar tenders on eProc 2.0
The home page's List of Departments is a spreadsheet of about 90 departments and bodies on the portal, each with a nodal officer's name, address and email. The ones contractors and suppliers look for most:

The list also includes the Panchayati Raj, Agriculture, Education and Social Welfare departments, dairy unions and several state corporations. When you have a question about one department's tender, its nodal officer in this list is the person to write to.
Bihar e-tender registration on eproc2.bihar.gov.in
The FAQ says vendors must enrol as Bihar eProcurement vendors before they can respond to e-tenders, pre-qualifications (PQ) and expressions of interest (EOI). Individuals and overseas vendors can enrol too.
What you need
- A Class 3 DSC with both a signing and an encryption certificate. The signing certificate is attached when you set your password; the encryption certificate is registered separately under My Profile. See our DSC guide for what to buy.
- A mobile number and email ID that you can verify by OTP.
- PAN, and your GSTIN if you have one (the form asks GSTIN Yes or No).
- Bank account details. You can add more than one account and tick Default on the one to use for transactions.
- A supported browser: the portal recommends Google Chrome 97 or later, and lists Firefox 95 or later and Edge as supported. Install the DSC PKI Component from the home page (32-bit or 64-bit).
How to register
The portal's Bidder Registration (Fresh & Legacy) manual walks through these steps:
- Click Vendor Registration on eproc2.bihar.gov.in, choose Fresh Registration and click Continue. Select Country: India.
- Verify your contact details. Enter your mobile number and email, type the captcha, click Get OTP, then enter both OTPs and click Validate.
- Fill in Company Details. Enter and validate your PAN, choose GSTIN Yes or No, and click Save.
- Add your bank account with the + icon, then tick Default to make it active for transactions.
- Pay the registration amount. On the Payment tab, click Pay Now, choose a payment mode and pay. The payment appears under Payment History.
- Submit the registration. Choose your username (login ID), tick I agree and click Submit.
- Set your password and attach your DSC. Open the link in the system email, set a password, click Select Certificate and choose your DSC.
- Log in with username, password, captcha and DSC.
- Register your encryption certificate. Go to My Profile, click Select Encryption Certificate, choose it, then click Register Encryption Certificate.

Is there a registration fee?
Yes. The FAQ says that after completing the vendor registration form "you have pay Registration Amount online", and that registration has a validity period. Neither the FAQ nor the manual states the current amount; the portal shows it when you click Pay Now. The manual's payment screen offers cards, net banking and UPI.
Already registered on eProc 1.0?
You don't need a fresh account. The FAQ says: "If you have the user id of eproc1 then you can use the same and system will fetch the registration validity accordingly." The manual covers this as a Legacy registration.
How to bid on eProc 2.0
Once registered, the bid cycle is:
- Find the tender under Tenders, which has tabs for latest, upcoming, corrigendum, cancelled and past tenders. Click Add to Favourite under the Action icon to keep it in your Favourite Tender tab.
- Read the tender documents for the fee, EMD, eligibility, covers and dates. Our guide to reading a tender document helps.
- Prepare and submit your bid with your DSC before the closing time.
- Check that it went through. The FAQ says a submitted bid appears under the Submitted Bid tab and you get an acknowledgement email.
- Authorise your bid when asked. The FAQ says: "you have to authorize your bid in stipulated time period for opening the tender." Watch your email and the tender's dates for this window.
You can modify your bid "multiple times" before the closing time, the FAQ says. After closing, no changes are possible.
Tender fee and EMD in Bihar tenders
Each tender sets its own tender fee and EMD and says how to pay them, so read the notice before you start. Keep the default bank account in your registration correct, since the portal uses it for transactions.
Bihar tenders follow the state's rules and the tender's own clauses, not the central General Financial Rules, so an EMD exemption you get in central tenders may not apply here. Our EMD guide explains how EMD works, when it is returned and when it is forfeited.
Corrigenda, cancelled tenders and results
- Corrigendum tab: changes to dates, documents or terms. Check it before you submit.
- Cancelled Tender tab: the FAQ says a tender cancelled by the department "for any reason" shows here.
- Past tenders tab: closed tenders.
- Award: the FAQ says to log in to the portal to check whether you have been awarded a tender.

What is the official Bihar e-tender website?
eproc2.bihar.gov.in, called eProc 2.0. It is the Government of Bihar's own e-procurement portal, with BELTRON as the nodal agency. The older eProc 1.0 at eproc.bihar.gov.in is still linked from its home page.
How do I register on eproc2.bihar.gov.in?

What is the registration fee for Bihar eProcurement?

Can I use my eProc 1.0 login on eProc 2.0?
Yes. The FAQ says you can use the same user ID, and the system will fetch your registration validity.
What is bid authorisation in Bihar e-tender?
It is a step after you submit. The FAQ says you must authorise your bid within the stipulated period for the tender to be opened. Keep your DSC and encryption certificate valid until then.
Is Bihar e-tender the same as an NIC portal?
No. Bihar runs its own system, with its own registration, fee and certificate rules. The portals guide lists the other states with their own systems.
