In short
- West Bengal e-tenders run on two NIC portals: the older wbtenders.gov.in and the new tenders.wb.gov.in, which is hosted at the West Bengal State Data Centre (WB-SDC).
- Under Order No. 2961-FY of 12 August 2026, the PWD, PHE, GTA, P&RD, I&WD and Health departments, all District Magistrates' offices and all zilla parishads must publish fresh e-tenders only on tenders.wb.gov.in from 17 August 2026.
- Both portals use NIC's GePNIC software, so you bid the same way on each: Online Bidder Enrollment, a Class 3 DSC with a signing certificate, then fee, EMD, upload and Freeze Bid Submission.
- The portals say you can download tender documents free of cost. The tender fee and EMD, where a tender charges them, are shown on that tender's page.
- The helpdesk printed on both portals: 0120-4001 002, 0120-4001 005 and 0120-4493395, and emd.eproc-wb@nic.in for EMD problems.
A West Bengal e-tender from a state department, a district office or a zilla parishad is published on the state's e-procurement portal. Since August 2026 there are two of these portals, and which one you need depends on the department. This guide explains the old and the new portal, how to register and bid, how fees and EMD work, where results appear and whom to contact, using the portals' own pages.
West Bengal e-tender portals: wbtenders.gov.in and tenders.wb.gov.in
Both portals run on GePNIC, the e-procurement software built by the National Informatics Centre (NIC). Their footers say they are "Designed, Developed and Hosted by National Informatics Centre", with the contents "owned and maintained by respective departments of Government of West Bengal". The new portal's title adds that it is "hosted at WB-SDC", the state data centre.

What the 12 August 2026 order says
Both portals show the same announcement. It quotes Order No. 2961-FY dated 12.08.2026, which asks these bodies to float "all fresh e-tenders exclusively through the new e-Tender Portal, ie tenders.wb.gov.in, with effect from 17.08.2026":
- PWD: Public Works Department
- PHE: Public Health Engineering Department
- GTA: Gorkhaland Territorial Administration
- P&RD: Panchayats and Rural Development Department
- I&WD: Irrigation and Waterways Department
- Health Department
- All District Magistrates' offices and all zilla parishads
What this means for you:
- New tenders from these bodies appear on tenders.wb.gov.in. Look there first if you do roads, buildings, water supply, irrigation, rural works or hospital supplies.
- A tender already running on wbtenders.gov.in was published before the switch. Follow its corrigenda and its result on the portal where it was published.
- Other departments, boards and local bodies are not named in the order, and many still use wbtenders.gov.in. On 27 September 2026, GovtTenderHub's records held 2,369 live tenders there, led by the Municipal Affairs Department, Kolkata Municipal Corporation, the North Bengal Development Department, WBPDCL and WBSEDCL. Until you know where your buyers publish, check both.
Who publishes West Bengal tenders
On both portals, Tenders by Organisation lists every department and body that has live tenders, and Tenders by Location lets you narrow the list to a district. Tenders by Classification groups them by type of work or supply.
Central government offices in West Bengal, such as central PSUs and ministries' regional offices, usually publish on central systems instead: CPPP, the central eProcurement portals, and GeM for goods and services. Railway zones in the state use IREPS. The portals guide explains who publishes where.
West Bengal e-tender registration
Registration on a GePNIC portal is called Online Bidder Enrollment. It works the same way on both West Bengal portals, and our NIC bidder registration guide covers every screen. In short, you need:
- A Class 3 DSC with a signing certificate on a USB token. Bidders on NIC portals don't need an encryption certificate. See the DSC guide.
- An email ID that becomes your login ID and can't be changed later, and a mobile number.
- Firm details: name, registration number, address, PAN, year of establishment and legal status. Your GST details are added when you map the DSC.
The steps:
- Click Online Bidder Enrollment on the portal's home page and fill in your login, company and contact details.
- Log in and map your DSC. You become a valid bidder only after this step. Only one DSC can be mapped to an account, and a new DSC can take up to 24 hours to be recognised, so do it a day before you need it.
- Pick product categories under My Accounts if you want emails when matching tenders are published.
Is there a fee? The home, announcement and contact pages of both portals don't mention an enrolment fee. NIC's own FAQ says NIC doesn't charge bidders for enrolment, though it depends on each organisation's policy. You can do every step yourself on the portal; you don't need an agent.
How to bid on wbtenders.gov.in and tenders.wb.gov.in
The bid steps are the standard GePNIC ones:
- Find the tender under Active Tenders or Search, and click Set Open Tender as Favorite after logging in. It moves to My Tenders.
- Download the NIT and the tender documents, including the BOQ (bill of quantities, the price sheet).
- Click Proceed for Bid Submission and pay the tender fee and EMD as the tender allows.
- Encrypt & Upload each cover with your DSC. In the finance cover, upload the department's BOQ file with only your name and rates filled in. Our BOQ guide explains how.
- Click Freeze Bid Submission and print the acknowledgement with your Bid ID.
Before the closing time you can resubmit from My Active Bids. If you withdraw a bid, the central portal's guidelines say you can't take part in that tender again. The department decides for each tender whether resubmission and withdrawal are allowed.
Tender fee and EMD on West Bengal portals
Both portals' home pages say bidders can "download the Tender Schedule free of cost and then submit the bids online". Paying is a separate matter, set tender by tender. On each tender's page, check:
- Payment Mode: online or offline, and the accepted payment instruments.
- Tender Fee Details and EMD Fee Details: the amounts, and whether exemption is allowed.
For online payment, click Pay Online during bid submission and pay the total in one go. You can freeze the bid only after Payment Verification shows success. Pay at least a day before closing, as the central portal's guidelines advise, because bank transfers can take time to show as paid.
For an offline instrument, such as a demand draft, enter its details, upload a scan where the covers ask and deliver the original by the tender's deadline. If the two don't match, the bid can be rejected.
How much EMD? Each tender states it. West Bengal tenders follow the state's rules, not the central General Financial Rules, so an exemption you get in central tenders may not apply. Results, corrigenda and tender status
You can follow a tender without logging in. Both portals have these public lists:
- Corrigendum: changes to dates, documents or terms after a tender is published. Check it before you submit.
- Tenders Status: the stage a tender has reached after closing, such as technical or financial bid opening.
- Results of Tenders: the outcome once the department publishes it.
- Cancelled/Retendered: tenders that were cancelled or issued again.
- Tenders in Archive: older tenders.
- Debarment List: bidders barred from the state's tenders.

Common questions
What is the new West Bengal e-tender portal?
It is tenders.wb.gov.in, an NIC e-procurement portal hosted at the West Bengal State Data Centre. From 17 August 2026 the PWD, PHE, GTA, P&RD, I&WD and Health departments, all District Magistrates' offices and all zilla parishads publish their fresh e-tenders there.
Is wbtenders.gov.in closed?
No. It is still online, carries the order about the new portal, and keeps tenders that were published on it. Bodies not named in the order may still publish there, so keep checking both portals.
Do I need to register again on tenders.wb.gov.in?
Each NIC portal keeps its own list of bidders. If your wbtenders.gov.in login doesn't work on the new portal, enrol there through Online Bidder Enrollment and map your DSC. Your existing Class 3 DSC can be used.
Is there a registration fee for West Bengal e-tender?
