In short
- Uttarakhand tenders are published on uktenders.gov.in, the "eProcurement System Government of Uttarakhand". NIC built and hosts it on GePNIC, the same software as eprocure.gov.in.
- The busiest buyers are the power companies (UPCL, PTCUL and UJVN Ltd) and PWD, followed by the IRD and Rural Works (RES) chief engineers, the Mussoorie Dehradun Development Authority, Jal Sansthan and Peyjal Nigam.
- State tenders follow the Uttarakhand Procurement Rules 2025, and the portal links the state's standard bidding documents for works, goods and consultancy.
- You enrol free through Online Bidder Enrollment with a Class 3 DSC (signing certificate). Tender documents can be downloaded free of cost.
- Each tender sets its own tender fee and EMD. Your bid counts only after you click Freeze Bid Submission.
An Uttarakhand tender from a state department or corporation is published as an e-tender on uktenders.gov.in, the state government's e-procurement portal. UPCL, PWD, the irrigation and rural works departments, development authorities and water bodies all publish there, and contractors download the documents and bid online with a digital signature. This guide explains what is on UK tenders, the state's procurement rules and standard documents, how to register and bid, and where to find results.
What is uktenders.gov.in?
The portal's title is eProcurement System Government of Uttarakhand. Its welcome text says it "enables the Tenderers to download the Tender Schedule free of cost", and bids are then submitted online through the portal. The footer reads "Contents owned and maintained by Government of Uttarakhand" and "Designed, Developed and Hosted by National Informatics Centre".
The home page shows the latest tenders and corrigenda, refreshed every 15 minutes. Without logging in, you can open:
- Active Tenders, Tenders by Closing Date, Search and Advanced Search.
- Tenders by Location, Tenders by Organisation and Tenders by Classification.
- Corrigendum, Results of Tenders, Tenders Status, Cancelled/Retendered and Tenders in Archive.
- Announcements, Debarment List, MIS Reports, Downloads and a DashBoard.
On the right are Login, Online Bidder Enrollment, Generate / Forgot Password? and Find My Nodal Officer, with the help pages: Help For Contractors, Information About DSC, Guidelines for Hassle Free Bid Submission, FAQ and Bidders Manual Kit.
Uttarakhand tender IDs look like 2026_UPCL4_100675_1, with the middle letters standing for the buyer.
Who publishes Uttarakhand tenders
uktenders.gov.in is a smaller portal than those of the bigger states, with about 78 different buyers in the live tenders we tracked in late September 2026. The busiest were:
| Buyer | What they tender |
|---|---|
| UPCL (Uttarakhand Power Corporation) | Electricity distribution works and supplies, by division |
| PWD, incl. its ADB-funded project unit | Roads and buildings |
| PTCUL and UJVN Ltd | Transmission works; hydro power house maintenance, tools and project roads |
| IRD and RES (Rural Works) chief engineers | Flood protection and drainage plans; village buildings and halls |
| Others | MDDA, Jal Sansthan, Peyjal Nigam, UREDA, BRIDCUL, Bazpur Co-operative Sugar Factory, medical colleges |
Power companies together posted more tenders than PWD, so electrical contractors and suppliers should watch uktenders as closely as civil contractors. GovtTenderHub's Uttarakhand tenders page shows them with central tenders in the state, and you can follow one buyer, such as PWD Uttarakhand.
What isn't on uktenders
Central government offices in Uttarakhand publish on eprocure.gov.in (listed on CPPP), and goods and common services are bought on GeM. Railways use IREPS and Military Engineer Services use the Defence portal. PMGSY rural roads are generally tendered on the PMGSY e-procurement portal, though the Uttarakhand Rural Roads Development Agency also posts some tenders on uktenders. Each portal needs its own registration.
Uttarakhand Procurement Rules 2025 and standard bidding documents
Uttarakhand's departments buy under the state's own procurement rules, not the central GFR. The portal's notices link to:
- Procurement Rules 2025, the Uttarakhand Procurement Rules.
- Standard Bid Document for procurement of works.
- Standard Bidding Document for procurement of goods.
- Request for Proposal for procurement of consultancy services.
- Guidelines regarding the Standard Bidding Document (SBD) for works e-tenders up to ₹10 crore.
The state treasury department's e-Kosh site also lists the Procurement Rules 2025, dated 13 August 2025, and the Uttarakhand Procurement Amendment Rules 2026, dated 27 January 2026, under its e-tendering government orders.
Why the standard documents help you
A standard bidding document is a fixed template that departments fill in for each tender. When works tenders use the same SBD, the clauses on eligibility, EMD, performance security, completion time and penalties sit in the same places each time. Read the SBD once, carefully, and later tenders become much quicker to check: you only need to look at the data the department filled in and any special conditions.
We haven't quoted EMD or security percentages from the 2025 Rules here because we couldn't read the full text. Download the Rules and the SBD from the portal's Announcements before your first bid. Our guide on reading a tender document shows what to look for in each part.
UK tenders registration
You enrol once on uktenders.gov.in and can then bid for any Uttarakhand buyer on it. The account doesn't work on other portals, though one DSC can be mapped on each portal you join.
What you need
- A Class 3 DSC with a signing certificate, on a USB token, in the name of the person who signs your bids. NIC portals don't need an encryption certificate. See the DSC guide.
- An email ID that becomes your login ID. It can't be changed later.
- A mobile number, your firm's PAN, registration number, address, legal status and year of establishment.
- Your Udyam certificate, if you are a micro or small enterprise.
- A computer with the token driver installed. Check Site compatibility and Downloads first.
How to register
- Click Online Bidder Enrollment on uktenders.gov.in.
- Create your login: email ID, a password of 8 to 32 characters, a correspondence email and a mobile number.
- Enter company details: name, registration number, address, PAN, establishment year, legal status and category. NIC's manual says the company name can't be changed later.
- Add the contact person, type the captcha and submit.
- Log in and enrol your DSC. You become a valid bidder only after this step. A new DSC can take up to 24 hours to be recognised, so don't leave it to the closing day.
- Pick product categories under My Accounts to get emails about new tenders in your line.
The NIC registration guide shows every screen.
Works departments may also require you to be registered with them as a contractor in a particular class. The NIT says who may bid, so check that line before preparing a bid.
How to bid on uktenders
- Find the tender through Tenders by Organisation or Tenders by Location, open it and click Set Open Tender as Favorite.
- Read the tender page: covers, payment mode, tender fee, EMD, whether exemption is allowed, and the critical dates.
- Download the NIT and work item documents, including the BOQ.
- Click Proceed for Bid Submission in My Tenders, then pay or claim exemption for the fee and EMD.
- Encrypt & Upload each cover with your DSC. Fill only your name and rates in the department's Excel BOQ and don't rename it.
- Click Freeze Bid Submission and save the acknowledgement with your Bid ID.
A bid that isn't frozen is incomplete and won't be evaluated. You can resubmit before the deadline where the tender allows it. If you withdraw, NIC's guidelines say you can't bid in that tender again. The portal logs you out after 20 minutes without activity, so keep your files ready.
Tender fee and EMD on Uttarakhand tenders
Each tender's page has Tender Fee Details and EMD Fee Details, with the amount, who it is payable to and whether an exemption is allowed. The Payment Mode line shows online or offline.
- Online: pay the total in one go through Pay Online, at least a day before closing, as NIC's guidelines advise. You can freeze only after the payment shows as successful.
- Offline: enter the instrument's details, upload its scan where the covers ask, and deliver the original by the deadline.
The amounts come from the tender, under the state's rules and the SBD. The central range of 2% to 5% in GFR Rule 170 binds central ministries, not Uttarakhand's departments. The EMD guide explains how EMD works and when it is returned.
Corrigenda, status and results
Corrigenda: check Corrigendum before you bid and again before closing. Favourite tenders send you email updates, but delivery isn't guaranteed.
Status and results: Tenders Status shows the stage a tender has reached, and Results of Tenders shows the outcome. After login, My Active Bids shows your own bids. Cancelled/Retendered lists tenders that were called off or issued again. The tender status guide explains each stage.
UK tenders helpdesk
Use the Contact Us link on uktenders.gov.in for the current helpdesk numbers. On the other NIC state portals in the region that we checked in October 2026 (Haryana, Punjab, Himachal Pradesh and Jammu and Kashmir), the Contact Us page lists NIC's 24 x 7 helpdesk on 0120-4001002, 0120-4001005 and 0120-4493395 and the email support-eproc(at)nic(dot)in.
The helpdesk handles login, DSC and upload problems. For anything about the tender itself, contact the Tender Inviting Authority named in it; only the department can change dates or terms, through a corrigendum.
