In short

  • UP e-tenders run on etender.up.nic.in, the "eProcurement System Government of Uttar Pradesh". NIC built and hosts it on its GePNIC software, so it works like the central eprocure.gov.in portal.
  • The busiest buyers on it are urban local bodies, the irrigation departments, PWD zones, the Rural Engineering Department, municipal corporations and Panchayati Raj.
  • You enrol through Online Bidder Enrollment with a Class 3 DSC (signing certificate), an email ID, a mobile number and your firm's PAN. NIC doesn't charge bidders to enrol.

The UP e-tender portal, etender.up.nic.in, is where Uttar Pradesh's departments, boards, corporations and town bodies publish their tenders and take bids online. It runs on the same NIC software as most other state portals, so if you have bid on one of them you'll find your way quickly. This guide covers what is on the portal, how to register and bid, how fees and EMD are paid, and where to find results, using the portal's own pages.

What is the UP e-tender portal?

The portal calls itself the eProcurement System Government of Uttar Pradesh. Its footer says it was designed, developed and hosted by the National Informatics Centre (NIC), and that the contents are owned and maintained by the departments that publish them. In other words, NIC runs the system, but each department writes its own tenders and answers questions about them.

Its welcome text says the portal lets you download the tender schedule free of cost and submit bids online. The lists of latest tenders and corrigenda are refreshed every 15 minutes.

From the home page, without logging in, you can open:

  • Active Tenders, Tenders by Closing Date and Search, with an Advanced Search for more filters.
  • Tenders by Location, Tenders by Organisation and Tenders by Classification.
  • Corrigendum, Results of Tenders, Tenders Status, Cancelled/Retendered and Tenders in Archive.
  • Debarment List, Announcements, MIS Reports and Downloads.

Government tenders in Uttar Pradesh: who publishes where

Not every government tender in Uttar Pradesh is on the state portal. Central offices in the state use central systems, so a contractor working in UP may need more than one login.

Main departments on etender.up.nic.in

In the live tenders we tracked from the UP portal in late September 2026, these buyers posted the most:

  • Directorate of Local Bodies, the largest by far.
  • Minor Irrigation Department and the UP Irrigation Department (Civil).
  • PWD, through its zonal chief engineers (Lucknow, Gorakhpur, Bareilly, Varanasi, Kanpur, Agra and others).
  • Rural Engineering Department (RED) and the Panchayati Raj Department.
  • Municipal corporations such as Varanasi, Kanpur and Meerut.
  • Food and Civil Supplies and MSME and Export Promotion.

UP e-tender registration

You register once on the UP portal and can then bid for any department on it. The account doesn't work on other portals: Mahatenders or eprocure.gov.in need their own enrolment, though one DSC can be mapped on all of them.

What you need

  • A Class 3 DSC with a signing certificate, on a USB token, in the name of the person who signs your bids. NIC portals don't need an encryption certificate from bidders. See the DSC guide.
  • An email ID, which becomes your login ID and can't be changed later.
  • A mobile number you check, for alerts and messages.
  • Firm details: PAN, registration number, address, legal status, year of establishment, and your Udyam certificate if you are a micro or small enterprise.
  • A computer with the token driver and Java set up. The Site compatibility page and Downloads list what the portal needs.

How to register

  1. Click Online Bidder Enrollment on the home page of etender.up.nic.in.
  2. Fill in the login and company details: email ID, password, correspondence email, mobile, company name, PAN, legal status and contact person. Type the captcha and submit.
  3. Log in and map your DSC. On the first login the portal asks you to enrol your certificate. NIC's manual says you become a valid bidder only after this.
  4. Allow time for the DSC. A newly issued DSC can take up to 24 hours to be recognised, so register at least a day before you need to bid.
  5. Set alerts under My Accounts: pick product categories to get an email when matching tenders are published.

How to bid on the UP portal

The bid steps are the standard GePNIC ones:

  1. Find the tender, open it and click Set Open Tender as Favorite so it moves to My Tenders.
  2. Read the tender page: payment mode, covers, tender fee, EMD, whether EMD exemption is allowed, and the critical dates.
  3. Download the NIT and work item documents, including the BOQ (bill of quantities, the priced list of items).
  4. Click Proceed for Bid Submission, then pay or claim exemption for the fee and EMD.
  5. Encrypt & Upload each cover. Fill only your name and rates in the department's Excel BOQ, and never rename it.
  6. Click Freeze Bid Submission and print the acknowledgement with your Bid ID.

A bid that isn't frozen is treated as incomplete and isn't evaluated. You can resubmit before the deadline. If you withdraw, NIC's guidelines say you can't take part in the same tender again.

Tender fee and EMD payment on etender.up.nic.in

Each tender's page shows a Tender Fee Details box and an EMD Fee Details box, with the amount, who it is payable to, and whether exemption is allowed. The Payment Mode line says Online or Offline.

  • Online: click Pay Online, confirm and pay the total in one go. The portal's contact page lists a separate online payment helpdesk, open Monday to Saturday, 10 am to 7 pm.
  • Offline: enter the details of the demand draft or other instrument, upload its scan where the covers ask, and deliver the original by the tender's deadline. If the two don't match, the bid can be rejected.

Pay online at least a day before closing, as NIC's bid submission guidelines advise. Payments made by challan take longest to show as paid, and you can freeze the bid only once payment shows success.

How much EMD? The amount is fixed in each tender. The central rule of 2% to 5% of the estimated value (GFR Rule 170) doesn't bind state departments, and neither does the central MSE exemption. Tender search, corrigenda and results

Searching: use Tenders by Organisation to see one department's list, or Tenders by Location for your district. Search and document downloads ask for a captcha each time. Tender IDs on the UP portal look like 2026_CEAGR_1189871_3.

Corrigenda: dates, quantities or terms often change after publication. Check Corrigendum before you bid, and mark your tenders as favourites so the portal emails you their changes. Delivery of these emails isn't guaranteed, so keep checking until the closing date.

Results: after opening, look under Tenders Status for the stage a tender has reached (technical evaluation, financial opening, award) and under Results of Tenders for the outcome. Your own bids appear under My Active Bids on your dashboard. Cancelled/Retendered shows tenders that were called off or issued again. The tender status guide explains each stage.

UP e-tender helpdesk

The portal's Contact Us page lists:

  • 24 x 7 helpdesk: 0120-4001002, 0120-4001005 and 0120-4493395. International bidders should add the country code 91.
  • Technical email: support-eproc(at)nic(dot)in. Put the portal URL and the Tender ID in the subject line.
  • Online payment helpdesk: Monday to Saturday, 10 am to 7 pm.
  • Questions about a tender itself: contact the Tender Inviting Authority named in the tender.

The helpdesk can fix login, DSC and upload problems. It can't change a deadline or a tender's terms; only the department can, through a corrigendum.

Common questions

What is the official UP e-tender website?

etender.up.nic.in, the eProcurement System Government of Uttar Pradesh. NIC designed and hosts it, and the state's departments publish their tenders on it.

Is there a registration fee for UP e-tender?

NIC says it doesn't charge bidders for enrolment. You pay for your own DSC, and each tender may charge a tender fee and ask for EMD, as shown on its page.

Which DSC do I need for etender.up.nic.in?

Can I use my UP e-tender login on other state portals?

Under Results of Tenders and Tenders Status on the home page, and under My Active Bids after logging in. Cancelled or re-issued tenders are under Cancelled/Retendered.
