In short
- Telangana eProcurement runs at tender.telangana.gov.in, the "Telangana State eProcurement Portal" of the ITE&C Department. It is the state's own system, not NIC's, so you register on it separately.
- You need a Class 3 DSC and emSigner version 1.3.1. The portal asked all users to upgrade after CCA guidelines moved tokens from the FIPS 140-2 standard to FIPS 140-3.
- The contractor FAQ says registration is valid for one year and the registration fee is waived for a limited period.
- Every bidder pays a transaction fee to TSTS online, plus 18% GST and bank charges, as tender notices say. The amount is in each tender.
- On 11 October 2026 the portal showed 2,591 live tenders. Helpdesk: 7337445545, 7337445546, 73370 23377, 73370 26677.
Telangana eProcurement is the state's online tendering system, where departments such as Irrigation and CAD, Mission Bhagiratha, municipal bodies and state companies publish tenders and take bids. It doesn't run on NIC's software, so the way you register, sign and pay is different from most other states. This guide explains tender.telangana.gov.in step by step: registration, emSigner and DSC, the transaction fee, EMD, results and the helpdesk.
What is Telangana eProcurement?
The site's title is Telangana State eProcurement Portal. Its footer names the Information Technology, Electronics & Communications Department, Government of Telangana. Its home page links to:
- Live Tenders, Corrigendums and Districts Wise Tenders.
- Guidelines, MIS Reports, G.O.s and FAQ's for the general public, contractors and departments.
- New Registration, Department/Bidder Login, Forgot Password and Forgot User ID.
- Check your DSC Token, Reset DSC, Digital Signature and Check EMD status.
- Blocked Suppliers, Downloads, Technical HelpDesk and Contact Us.
- The Telangana State eAuction Platform for auctions.
On 11 October 2026 the home page counted 2,591 live tenders, with 2 closing that day.
Who publishes tenders on tender.telangana.gov.in
State departments, their engineering offices, municipal bodies, boards and state companies all use the portal. The tender list shows the department and the office together in one column, for example "I & CAD - Telangana-SE, Irrigation Circle, Kodad", which is an Irrigation and Command Area Development circle office. You will also see Mission Bhagiratha (drinking water), and state companies such as Singareni Collieries and TGGENCO, the state's power generation company.
Each tender's details page shows its EMD, transaction fee, tender fee, procurement method and the districts it covers. Use Districts Wise Tenders if you only work in a few districts.
GovtTenderHub reads tender.telangana.gov.in through the day. Our Telangana tenders page shows those tenders with central tenders in the state, and can be narrowed by district, such as Hyderabad, or by type of work.
Telangana eProcurement registration
What you need
- A Class 3 DSC in the name of the person who will sign bids. See the DSC guide for how to choose and buy one.
- emSigner version 1.3.1, installed on your computer. The Downloads menu has a manual for installing emSigner and checking your token.
- Your firm's details: name, PAN, registration number, address and the contact person's email and mobile number.
How to register
- Install emSigner and your DSC driver, then use Check your DSC Token on the home page to confirm the portal can read your certificate.
- Click New Registration and fill in your firm's and contact person's details.
- Sign the registration with your DSC when the portal asks, through emSigner.
- Log in through Department/Bidder Login with your user ID, password and DSC.
The portal's supplier registration guide under Downloads and the contractor FAQs show each screen. Keep your user ID safe; if you lose it, there is a Forgot User ID link.
Registration fee and validity
According to the contractor FAQ, registration is valid for one year. The same FAQ says the registration fee is waived off for a limited period, without an end date. Read the FAQ again when you register or renew, in case the waiver has ended.
emSigner 1.3.1 and your DSC
Many login and signing problems on this portal come down to emSigner or the token. The portal's notice to all users says emSigner has been upgraded to version 1.3.1, citing guidelines of the Controller of Certifying Authorities (CCA) that move USB tokens from the FIPS 140-2 security standard to FIPS 140-3. In plain words: older tokens and older versions of the signing program may stop working, so update both.
What to do:
- Install emSigner 1.3.1 from the portal and remove older versions.
- Use a FIPS 140-3 token when you buy or renew your DSC. Ask your certifying authority for one.
- After renewing your DSC, use Reset DSC so your account recognises the new certificate. Our DSC renewal guide explains renewal in general.
Telangana Technology Services also offers DSCs; see the digital certificate page on its website.
Transaction fee, GST and EMD
Transaction fee to TSTS
Tender notices on the portal list a transaction fee payable to TSTS (Telangana State Technology Services, written TGTS on newer pages), citing G.O.Ms.No.4 of the IT&C Department dated 17 February 2015. You pay it online through the payment gateway on the e-procurement platform. The notices add that GST at 18% plus bank charges on the transaction amount payable to TSTS applies too. In one TGREDCO tender notice, the transaction fee was ₹1,000.
The amount is shown on each tender's details page, so read it there before you bid.
Tender document fee
Some tenders also charge a tender document fee. The same TGREDCO notice asked for ₹5,900, paid online. Each tender notice states its own amount and how to pay it.
EMD
The EMD amount, form and refund terms are set in each tender. If you paid online, Check EMD status on the home page lets you look up the payment with its payment ID and amount. See the EMD guide for how EMD works and when it is returned.
How to bid on Telangana eProcurement
The portal's guidelines and FAQs give the exact screens. The broad order is:
- Find the tender under Live Tenders or Districts Wise Tenders and open its details page.
- Read the notice: eligibility, EMD, transaction fee, tender fee, procurement method and dates. Check Corrigendums for changes.
- Download the bid documents and prepare your scanned files in the format and size the tender allows.
- Pay the transaction fee and EMD online, as the tender asks.
- Enter your price bid, attach the documents and sign and submit with your DSC through emSigner.
- Keep the confirmation the portal gives you after submission.
Don't leave it to the last evening. A token that emSigner can't read, or a payment still waiting for confirmation, can cost you the tender.
Corrigendums, results and blocked suppliers
- Corrigendums are listed publicly on the home page. Check them before you submit, as dates and terms can change.
- Your bids and their status are in your account after you log in. The tender status guide explains the stages after opening.
- Blocked Suppliers lists firms barred from bidding. Check it before you join a partner in a joint venture.
E-auctions in Telangana
For auctions, where the government sells or leases to the highest bidder, the portal links to the Telangana State eAuction Platform at auction.telangana.gov.in. It is a separate site with its own registration.
Telangana tenders outside the state portal
Some buying in Telangana happens elsewhere. State departments also buy goods and common services on GeM. Central bodies in the state, such as the University of Hyderabad, defence units and central PSUs, publish on central portals and GeM. If you want all of them in one daily email, GovtTenderHub's tender alerts can send new Telangana tenders by keyword, district or category.
Telangana eProcurement helpdesk
The home page lists these helpdesk numbers:
- 7337445545
- 7337445546
- 73370 23377
- 73370 26677
The Technical HelpDesk and Contact Us links on the portal have more detail. For questions about the work, the quantities or the terms of a particular tender, write to the officer named in the tender notice; the portal team can't answer those.
