An Odisha e-tender from a state department, a corporation or a district office is published on tendersodisha.gov.in, the state's e-procurement portal. The portal runs on NIC's GePNIC software, but Odisha checks every new bidder before letting them bid, so registration takes a little longer than on most NIC portals. What is tendersodisha.gov.in, the Odisha e-tender portal?
The portal's title is "eProcurement System Government of Odisha". Its footer says it is "Designed, Developed and Hosted by National Informatics Centre" (NIC), and that the contents are owned and maintained by the concerned departments, in coordination with the Finance and Information Technology Departments of the Government of Odisha.
The home page sums up how it works: tenderers can "download the Tender Schedule free of cost and then submit the bids online through this portal". The tender schedule is the full set of tender documents: the notice, the conditions, the drawings and the price sheet.
You can use most of the portal without logging in. The public menus include:
- Search and Advanced Search, to find a tender by words, value, department or dates.
- Active Tenders and Tenders by Closing Date.
- Tenders by Organisation, Tenders by Location (useful if you work in one district) and Tenders by Classification (by type of work or supply).
- Corrigendum, Tenders Status, Results of Tenders, Cancelled/Retendered and Tenders in Archive.
- Debarment List, MIS Reports and Downloads.

Who publishes Odisha tenders

District offices also post tender notices as PDFs on their own pages under odisha.gov.in, but the bidding itself happens on the e-procurement portal when the tender is an e-tender.
Central bodies in Odisha publish elsewhere
Central government offices and companies in the state usually don't use the state portal. Odisha e-tender registration on tendersodisha.gov.in
Registration on an NIC portal is called Online Bidder Enrollment. Our NIC bidder registration guide covers every screen. Here is what Odisha needs and where it differs.
What you need
- A Class 3 DSC (digital signature certificate) with a signing certificate, on a USB token. NIC portals don't ask bidders for an encryption certificate. Odisha tender notices say the registration is in the name of the bidder, while the DSC holder must be the bidder's duly authorised signatory. See the DSC guide.
- An email ID that becomes your login ID and can't be changed later, and a mobile number you check.
- PAN of the firm.
- For works: your contractor Registration Certificate (RC), the certificate you get when you register as a contractor with the state's works departments.
- For goods: your GST registration certificate and GSTIN.
- Firm details: name, address, year of establishment and legal status, plus your Udyam certificate if you're a micro or small enterprise.
How to register
- Click Online Bidder Enrollment on the home page. Fill in your login ID (email), password, company details and contact details, type the CAPTCHA and submit.
- Log in and map your DSC. Select your certificate and add your GST details. NIC's manual says you become a valid bidder only after this step. Only one DSC can be mapped to an account, and a new DSC can take up to 24 hours to be recognised.
- Wait for validation by the State Procurement Cell. Odisha tender notices say the cell authenticates each bidder's portal registration after verifying online certificates and documents: the PAN, and the RC or GST registration certificate and GSTIN. After successful authentication you can take part in bidding.
- Set alerts. Under My Accounts, pick product categories to get an email whenever a matching tender is published.
Is there a registration fee in Odisha?
No. Odisha tender notices say "the registration of Bidders on the portal shall be free of cost", and the portal's home page lists no enrolment fee. You can do every step yourself. A tender may still charge a tender fee and EMD, which are shown on that tender's page.
How long is the registration valid?
The notices say your validity on the portal is at par with the validity of your RC or GST registration. When your RC is renewed, update it on the portal.
How to bid on tendersodisha.gov.in
Once your registration is validated, the bid steps are the standard GePNIC ones:
- Find the tender. After logging in, open Search Active Tenders, tick the tender and click Set Open Tender as Favorite. It moves to My Tenders, and you get its updates.
- Read the tender page. Check the Payment Mode, the Covers Information (which document goes in which cover), the Tender Fee Details and EMD Fee Details, and the Critical Dates.
- Download the NIT and the work item documents, including the BOQ (bill of quantities, the price sheet). Read the eligibility conditions and the dates first.
- Click Proceed for Bid Submission, accept the terms and pay the tender fee and EMD as the tender allows.
- Encrypt & Upload each cover with your DSC. In the finance cover, upload the department's Excel BOQ with only your name and rates filled in. Never rename the file. Our BOQ guide shows how.
- Click Freeze Bid Submission and print the acknowledgement with your Bid ID.
Before the closing time you can resubmit from My Active Bids if the tender allows it. If you withdraw a bid, the central portal's guidelines say you can't bid in that tender again.
Tender fee and EMD in Odisha tenders
Downloading the documents is free. What you pay is set tender by tender. On the tender's page, see:
- Payment Mode: online, offline, or both, and which instruments the tender accepts.
- Tender Fee Details and EMD Fee Details: the amounts, and whether any exemption is allowed.
Online payment goes through the bank gateway linked to the portal. The home page asks bidders with online payment problems to call the ICICI Bank help desk on 7205000695, 10 am to 5 pm. Pay at least a day before the closing date, as the central portal's guidelines advise, because some modes take time to show as paid. You can freeze the bid only after Payment Verification shows success.
Offline payment, where a tender allows it, means entering the instrument's details, uploading its scan where the covers ask, and delivering the original by the deadline in the notice. If the scan and the original don't match, the bid can be rejected.
How much EMD? Each tender states it, along with any exemption. Odisha tenders follow the state's own rules and the tender's clauses, not the central General Financial Rules, so an exemption you get in central tenders may not apply. Our EMD guide explains how EMD works and when it comes back.
Results, corrigenda and tender status
You can follow a tender without logging in:
- Corrigendum: changed dates, documents or terms. Check it on the day you submit.
- Tenders Status: the stage a tender has reached, such as technical or financial bid opening.
- Results of Tenders: the outcome once the department publishes it.
- Cancelled/Retendered: tenders withdrawn or issued again.
- Debarment List: bidders barred from Odisha tenders. Check it before you form a joint venture or hire a subcontractor.
