In short

  • JK tenders are published on jktenders.gov.in, the "eProcurement System Government of Jammu And Kashmir". NIC built and hosts it on GePNIC, so it works like eprocure.gov.in and other state portals.
  • Rural Development and Panchayati Raj posts more than half of the live tenders: lanes, tile paths, protection bunds, soakage pits and similar village works. PWD (R&B), Irrigation and Flood Control, PHE, the Power Development Department and the Srinagar and Jammu municipal corporations follow.
  • You enrol free through Online Bidder Enrollment with a Class 3 DSC (signing certificate), and tender documents can be downloaded free of cost.
  • PMGSY rural roads are generally tendered on a separate portal, pmgsytenders.gov.in, which needs its own enrolment. Check it as well as jktenders.
  • The 24 x 7 helpdesk is on 0120-4001002, 0120-4001005 and 0120-4493395, and tender questions go to the Tender Inviting Authority.

A JK tender is now almost always an e-tender on jktenders.gov.in, the e-procurement portal of the Government of Jammu and Kashmir. Departments from Rural Development to PWD and the municipal corporations publish their works and supply tenders there, and contractors bid online with a digital signature. This guide covers what is on jktenders, who publishes, how to register and bid, how deposits work, and where to find results and help.

What is jktenders.gov.in?

The portal's title is eProcurement System Government of Jammu And Kashmir. Its welcome text says it "enables the Tenderers to download the Tender Schedule free of cost and then submit the bids online through this portal". The footer says the contents are "owned and maintained by Government of Jammu and Kashmir" and that the portal is "Designed, Developed and Hosted by National Informatics Centre".

The home page shows the latest tenders and latest corrigenda, which refresh every 15 minutes. You don't need to log in to browse:

  • Active Tenders, Tenders by Closing Date, Search and Advanced Search.
  • Tenders by Location, Tenders by Organisation and Tenders by Classification.
  • Corrigendum, Results of Tenders, Tenders Status, Cancelled/Retendered and Tenders in Archive.
  • Notices, Announcements, Debarment List, MIS Reports, Downloads and a DashBoard.

The help pages are Help For Contractors, Guidelines for Hassle Free Bid Submission, Information About DSC, FAQ and Bidders Manual Kit. Next to the login there is Find My Nodal Officer.

JK tender IDs look like 2026_PWDJK_326179_1 or 2026_RDPR_325050_75. The middle letters show the department.

Who publishes JK tenders

In the live tenders we tracked from jktenders.gov.in in late September 2026, the busiest buyers were:

DepartmentMain wings posting
Rural Development and Panchayati RajRural Development Department Kashmir; Directorate of Rural Development Jammu
PWD (R&B)Chief Engineers North, Central and South Kashmir, R&B Jammu, Pir Chenab, Pir Panjal
Housing and Urban DevelopmentSrinagar Municipal Corporation, Jammu Municipal Corporation, Urban Local Bodies Jammu
Irrigation and Flood ControlChief Engineers I&FC Kashmir and Jammu
OthersPHE, Power Development Department (M&RE wings), JK Medical Supplies Corporation, Soil and Water Conservation, Forest

Rural Development alone posted more than half of all live tenders. Most of these are small village works: lanes and tile paths, protection bunds (P-bunds), community soakage pits, drains and rate contracts for construction material. PWD (R&B) posts roads, macadamisation, bridges and buildings. So jktenders suits small and mid-sized civil contractors, with a steady flow of supply tenders from health and power.

GovtTenderHub lists these on its Jammu and Kashmir tenders page, with district pages such as Srinagar, Jammu, Baramulla and Anantnag, and pages for each department such as J&K PWD.

JK tenders that are not on jktenders

Some government work in Jammu and Kashmir goes through other portals, each with its own registration:

  • PMGSY rural roads are generally tendered on the PMGSY e-procurement portal, pmgsytenders.gov.in. GovtTenderHub lists them on PMGSY Jammu and PMGSY Kashmir.
  • Central ministries, central universities and institutes in J&K publish on eprocure.gov.in, listed on CPPP.
  • Goods and common services for many buyers are bought on GeM.
  • Railways use IREPS, and Military Engineer Services use the Defence portal.

Jktenders registration

Registration is the standard NIC process. You enrol once on jktenders.gov.in and can bid for any J&K department on it; other portals need their own enrolment, though one DSC can be mapped on each.

What you need

  • A Class 3 DSC with a signing certificate, on a USB token, in the name of the person who signs your bids. NIC portals don't need an encryption certificate. See the DSC guide.
  • An email ID that becomes your login ID. It can't be changed later, so use one you'll keep.
  • A mobile number, your firm's PAN, registration number, address, legal status and year of establishment.
  • A computer with the token driver installed. Check Site compatibility and Downloads on the portal before your first bid.

Steps

  1. Click Online Bidder Enrollment on jktenders.gov.in.
  2. Set up your login: email ID, a password of 8 to 32 characters, a correspondence email and a mobile number.
  3. Fill in company details: name, registration number, address, PAN, establishment year, legal status and category. NIC's manual says the company name can't be changed later.
  4. Add the contact person, type the captcha and submit.
  5. Log in and enrol your DSC. You become a valid bidder only after this. A new DSC can take up to 24 hours to be recognised.
  6. Pick product categories under My Accounts for email alerts on new tenders.

Our NIC registration guide shows every screen.

Contractor registration with the departments

The portal account only lets you submit bids. Many J&K works tenders also invite bids only from contractors registered with the government in the appropriate class, so read that line of the NIT before you spend money on a bid. PWD (R&B) publishes its orders and circulars on the JK-PWD Online Management System (jkpwdoms.jk.gov.in). Check the current rules for your class there or with your division before you apply; we haven't listed class limits because we couldn't confirm the current figures on an official page.

How to bid on jktenders

  1. Find the tender under Tenders by Organisation or Tenders by Location, open it and click Set Open Tender as Favorite.
  2. Read the tender page: covers, payment mode, tender fee, EMD, whether exemption is allowed, and the critical dates.
  3. Download the NIT and work item documents, including the BOQ.
  4. Click Proceed for Bid Submission in My Tenders, then enter the fee and deposit details or pay online, as the tender says.
  5. Encrypt & Upload each cover with your DSC. Fill only your name and rates in the department's Excel BOQ, and don't rename the file.
  6. Click Freeze Bid Submission and save the acknowledgement with your Bid ID.

An unfrozen bid is incomplete and isn't evaluated. You can resubmit before the deadline where the tender allows it. If you withdraw, NIC's guidelines say you can't take part in that tender again.

Earnest money and tender fee in JK tenders

Each tender's page shows Tender Fee Details and EMD Fee Details: the amount, who it is payable to, and whether an exemption is allowed. The Payment Mode line tells you whether the department takes payment online or an offline instrument.

When the tender asks for an offline instrument, upload its scan where the covers ask and get the original to the office by the deadline. Make it out exactly to the officer the tender names. In one J&K PWD road tender in 2026, two of 15 bids were rejected: one had pledged its deposit to the wrong officer, and the other had uploaded documents from a different work.

The EMD amount comes from each tender. The central range of 2% to 5% (GFR Rule 170) binds central ministries, not J&K's departments, so go by the tender's own figure. The EMD guide explains how EMD works and when it is returned.

Corrigenda, tender status and results

Corrigenda: check Corrigendum right up to the closing date. Dates can be extended several times; on 11 October 2026 the latest corrigenda on the home page included a tender on its seventh date extension. Favourite tenders send you email updates, but delivery isn't guaranteed.

Status and results: Tenders Status shows how far a tender has gone (technical evaluation, financial opening, award). The stage summary lists each bid as accepted or rejected, often with a remark giving the reason, so you can learn from a rejection. Results of Tenders shows the outcome, and My Active Bids shows your own bids after login. The tender status guide explains each stage.

JK tenders helpdesk

The portal's Contact Us page lists:

  • 24 x 7 technical helpdesk: 0120-4001002, 0120-4001005 and 0120-4493395. International bidders add the country code 91.
  • Technical email: support-eproc(at)nic(dot)in. Include your Tender ID and contact details when you write.
  • Questions about a tender: the Tender Inviting Authority named in the tender.

The helpdesk solves login, DSC and upload problems. It can't extend a deadline; only the department can, through a corrigendum.

Common questions

What is the official JK tender website?

jktenders.gov.in, the eProcurement System Government of Jammu And Kashmir. NIC designed and hosts it, and J&K's departments publish their e-tenders on it.

Is registration on jktenders.gov.in free?

Yes. NIC says it doesn't charge bidders for enrolment. You pay for your own Class 3 DSC, and each tender may ask for a tender fee and EMD.

Where are PMGSY tenders for J&K published?

PMGSY rural road works are generally tendered on the PMGSY e-procurement portal, pmgsytenders.gov.in, which needs its own enrolment. GovtTenderHub shows them on its PMGSY Jammu and PMGSY Kashmir pages.

Why was my JK tender bid rejected?

Open Tenders Status and the tender's stage summary; the remarks column often gives the reason. Reasons seen in J&K results include a deposit made out to the wrong officer and documents from a different work. Not meeting the class or experience the NIT asks for also gets bids rejected.

Which DSC do I need for jktenders?

A Class 3 DSC with a signing certificate, in the name of the person who signs bids for your firm. NIC portals don't need an encryption certificate.

How do I get alerts for new JK tenders?

Pick product categories under My Accounts on jktenders. To follow J&K's portal, PMGSY and central tenders in one email, GovtTenderHub's tender alerts send a daily list for your keywords and districts.
