IREPS tenders: how to search and bid on Indian Railways' e-procurement portal

IREPS tenders explained: search ireps.gov.in without login, register and bid with a Class 3 DSC, pay EMD, and how railway scrap and leasing auctions work.

  • IREPS (Indian Railways E-Procurement System, ireps.gov.in) is where Indian Railways buys goods, services and works, leases out assets and sells scrap, through tenders and auctions.
  • All zonal railways and production units use it, and so do bodies such as KRCL, DMRC, RVNL, RailTel and DFCCIL.
  • You can search tenders without registering: give a mobile number and an OTP, which stays valid for the whole day.
  • To bid you need an IREPS account, which is free for e-tenders, and a Class 3 DSC with your firm's name. EMD and tender cost are paid online or claimed as exempt.
  • Scrap e-auctions need a ₹10,000 refundable entry fee. Leasing e-auctions need a ₹10,000 + GST fee and a 10% EMD.

IREPS tenders are the online tenders and auctions of Indian Railways, published on ireps.gov.in. This guide covers IREPS tender search, how to bid on IREPS, the scrap and leasing e-auctions, and how to follow results. It is based on IREPS's own user manuals, FAQs and Railway Board conditions. Each tender's own document is final, so read it before you bid.

What is IREPS?

IREPS stands for Indian Railways E-Procurement System. It is the official Indian Railways website for buying goods, services and works, leasing out assets and services, and selling material such as scrap, obsolete stores and structures. All of this happens through tenders and through forward and reverse auctions. IREPS also handles materials management, vendor approval and inspection. CRIS (Centre for Railway Information Systems) designed, developed and hosts it.

IREPS is used by all zonal railways and production units of Indian Railways. Konkan Railway (KRCL), Delhi Metro (DMRC), MRVC, CRIS, RailTel, DFCCIL, Kerala Rail Development Corporation (KRDCL) and RVNL use it too. Bids are digitally signed and encrypted on your own computer before they are submitted.

IREPS also runs reverse auctions for some goods and works tenders, the vendor approval module (UVAM), and online bills and e-dispatch notes for suppliers. For common-use goods and services, Railways advises suppliers to register on GeM as well.

IREPS tenders: how to search without login

You don't need an IREPS account to search. You need a mobile number.

  1. Open the search. On ireps.gov.in, go to E-Tender → Works → Search Tenders or E-Tender → Goods and Services → Search Tender. "Search E-Tenders" in Quick Links does the same.
  2. Verify with OTP. Enter your mobile number with country code and the verification code, then click Get OTP. You can ask for an OTP twice in an hour, and the same OTP works for the whole day. Foreign users generate the OTP in the IREPS mobile app.
  3. Set filters. Search by tender number, name of work, item code or item description. Narrow it by zone or production unit, unit, department, tender status, tender type (open, limited, special limited, single), bidding system (single or two packet) and a date range.
  4. Read the results. Each row shows the department, tender number, name of work, status, upload date, closing date and days left. Icons open the tender document and any corrigenda (official changes to the tender).

For auctions, use Search E-Auction Sale for scrap lots and Search E-Auction (Leasing) for earning contracts. The leasing search filters by zone, unit and category, such as parcel, advertising and parking.

IREPS login: what you need to bid

To submit a bid you must log in. You need:

  • An IREPS account registered for the right module (goods and services, works or earning). E-tender registration is free. Our IREPS registration guide explains each step.
  • A Class 3 DSC with your firm's name, issued by a Certifying Authority licensed by the Controller of Certifying Authorities (CCA). DSCs without the organisation name, or with "Personal" as the organisation, are not accepted. See DSC for e-tender.
  • Java and the IREPS Signer installed on your computer. The signer connects your DSC token to the website.

You log in with your registered email ID as the username and your password, and then attach your DSC.

How to bid on IREPS e-tenders, step by step

  1. Open the tender from "My Tenders – Live" or from the search. The tender dashboard has the tender document, attachments and corrigenda. Read all of them.
  2. Accept the responsiveness conditions if the tender shows them. These are clauses where no deviation is allowed. Quoting a deviation against them leads to summary rejection.
  3. Pay the tender document cost and EMD, or claim exemption. Pay online through the SBI payment gateway (cards and net banking of many banks) or SBI net banking. The tender document cost must be paid in one go; EMD can be paid in parts. Manual payment is normally allowed only for foreign bidders.
  4. Claim exemption if you qualify. Firms such as MSEs, firms registered with the zonal railway for the item, and firms approved by RDSO or a production unit for the item may be exempt from EMD or document cost, as the tender allows. Choose the category and upload proof. A wrong claim can get your offer ignored. See MSME benefits.
  5. Fill in each tab. The bid form has tabs for General, Terms and Conditions (where you choose payment terms), Eligibility, Compliance, Deviations, Performance, Documents and the Financial Offer. Each uploaded PDF is signed with your DSC as you upload it.
  6. Encrypt and submit. On the last tab, click Encrypt and Submit and sign with your DSC. IREPS shows a confirmation with the list of data and documents you submitted. Save it.
  7. Revise if needed. Before the closing time, use Submit Revised Bid. The revised bid replaces the earlier one, and only the last bid is evaluated.

Tick "Save my bid on my computer" on the General tab if you want an encrypted copy, for example to finish the bid later.

IREPS e-auction for scrap sale

Railway depots and divisions sell scrap through the E-Auction Sale module. Its rules come from the Uniform Sale Conditions for E-Auction (revised on 15 October 2025), but the conditions attached to each auction catalogue prevail.

Registration. You need a Class 3 DSC with your firm's name, an affidavit notarised on stamp paper, a valid email ID, GSTIN, PAN and a one-time entry fee of ₹10,000, which is refundable when you de-register. One registration covers all e-auctions of Indian Railways, and the registration guide linked above has the steps.

EMD through lien. You link an SBI account with net banking and "lien mark" money in it for bidding. You can bid up to 10 times the lien amount. When a lot is awarded to you, 10% of the bid value is transferred to the railway as EMD.

Bidding. In close-ended auctions each lot has a fixed closing time. A bid near the close extends it by a set time, up to a maximum number of extensions shown on the bidding screen. Every bid must beat the last one by the minimum increment. The reserve price is kept encrypted, and the highest bid is accepted only if it meets the reserve price.

After you win. The lot appears under "Lots Awarded". Sign the bid sheet with your DSC, then pay the balance sale value (BSV) through the payment gateway. The delivery order is issued after the BSV is realised.

These periods count from the date the bid is accepted. You then get 50 days to take delivery of track (P-Way) scrap and other line lots, and 40 days for depot and workshop scrap, also counted from bid acceptance. Late balance payments carry interest at 15% a year. In exceptional cases the railway can extend the payment time, with interest, up to 40 days for line lots and 35 days for depot lots; after that the EMD is forfeited. Delivery time can be extended by 15 days in deserving cases.

Taxes. GST is charged separately or paid by you under reverse charge, and you must give your GSTIN. For scrap with HSN codes 72 to 81 and a taxable value above ₹2,50,000, GST TDS applies: IREPS blocks 2% of the taxable amount in your lien until the TDS is filed, and forfeits it if you don't file within 150 days. Income-tax TCS is paid with the balance sale value.

Lots of hazardous waste, e-waste and scrap batteries can be bought only by bidders registered as recyclers or pre-processors with the Ministry of Environment, Forest and Climate Change or the Central Pollution Control Board.

IREPS e-auction for leasing and earning contracts

Since 24 June 2022, Railways auctions commercial earning and non-fare revenue contracts on IREPS: parcel space, advertising, parking, and passenger amenities such as pay-and-use toilets, lounges, cloakrooms and catering units.

  • Registration: use your normal IREPS account and add the E-Auction Leasing module, then pay a one-time, non-refundable fee of ₹10,000 + GST. It is valid for all zones and production units.
  • Turnover: your highest annual turnover in the last three financial years must meet the minimum in the auction catalogue.
  • Catalogue: published at least 15 days before the auction. You can check your eligibility for each lot at least seven days before it starts.
  • Bidding: after a 30-minute cooling-off period at the start, lots close one by one. A bid in the last 2 minutes extends that lot by 2 minutes, at most 10 times.
  • EMD and security deposit: both are 10% of the annual bid value (or of the total bid value for contracts under a year), under a Railway Board letter of 11 July 2025. EMD is taken online through SBI lien marking or a Virtual Account (VAN) that you can fill from any bank by NEFT or RTGS. The winner's EMD becomes the security deposit.
  • Contract: sign the contract agreement within 5 days of receiving it, or the railway may cancel the allotment and forfeit your EMD.

IREPS tender results and status

  • Status: the search shows each tender's status, such as Published, Tender Box Opened or Under Evaluation.
  • Comparative statements: for an open tender, firms that bid can view the Financial Tabulation and the Techno-Commercial Tabulation right after opening, from "My Tenders – Closed". These show what each bidder quoted.
  • Negotiations and counter offers appear under "My Post Tender Activities".
  • Contracts you win appear under "My Contracts", where you also create e-dispatch notes and submit bills online.
  • Auctions: awarded lots appear under "Lots Awarded". Other bidders see only the winner and the sold rate.

Tips for IREPS bidders

  • Keep your DSC valid. Change it well before it expires. The name in a new DSC must match the user name in your IREPS account.
  • If the DSC isn't detected, click "Allow" when the browser asks to "Access other apps and services on this device". If nothing appears, clear the cache, restart the browser and log in again.
  • Read corrigenda before you pay and before you submit.
  • Ask the right desk. Tender questions go to the tendering department. The IREPS helpdesk handles system issues such as payments, bid submission, login and registration: 011-41385200, 8 am to 7 pm, except Sundays and gazetted holidays.
  • Upload common documents once. Put your company profile and approval or exemption certificates in your public documents through "View/Upload documents". The tendering authority can see them, so don't attach them to every bid unless the tender asks.

Common questions

What is the full form of IREPS?

IREPS means Indian Railways E-Procurement System. It is the official portal, at ireps.gov.in, for Indian Railways' tenders, e-auctions and vendor management, designed and hosted by CRIS.

Can I see IREPS tenders without registration?

Yes. Use "Search E-Tenders" on the home page and verify with your mobile number and an OTP. The OTP stays valid for the day. You need a registered account and a DSC only to pay, bid and track your tenders.

Is IREPS registration free?

Registration for e-tenders is free. The scrap e-auction needs a refundable ₹10,000 entry fee, and the leasing e-auction a non-refundable ₹10,000 + GST. Each tender may also ask for a document cost and EMD.

Which DSC do I need for IREPS?

A Class 3 Digital Signature Certificate with your firm's name, from a Certifying Authority licensed by CCA. A DSC without the organisation name, or with "Personal" in it, is not accepted.

Can I change my bid after submitting it on IREPS?

Yes, until the tender closes. Use "Submit Revised Bid". The new bid replaces the earlier one, and only your last bid is evaluated.

The IREPS helpdesk is on 011-41385200 from 8 am to 7 pm, except Sundays and gazetted holidays. You can also raise a query through "Ask a Question" on the website.

Does GovtTenderHub show IREPS tenders?

No. GovtTenderHub doesn't list IREPS directly. It shows railway tenders that appear on GeM and the other portals it covers, on its Indian Railways and Ministry of Railways pages.
