In short

  • HP tenders are published on hptenders.gov.in, the "eProcurement System Government of Himachal Pradesh". NIC built and hosts it on GePNIC, the same software as eprocure.gov.in.
  • HP PWD posts almost half of the live tenders, mostly link roads, rain-damage restoration and buildings. Jal Shakti Vibhag (listed as Irrigation and Public Health) and HPSEBL come next.
  • You enrol free through Online Bidder Enrollment with a Class 3 DSC (signing certificate). Tender documents can be downloaded free of cost.
  • To bid for HP PWD works you usually also need enlistment with HP PWD in the right class (A, B, C or D) under its Enlistment Rules, 2021. That is separate from the portal account.
  • The 24 x 7 helpdesk is on 0120-4001002, 0120-4001005 and 0120-4493395, and the portal lists email contacts for PWD, Jal Shakti Vibhag, Industries and the Civil Supplies Corporation.

An HP tender today means an e-tender on hptenders.gov.in, the Himachal Pradesh government's e-procurement portal. Departments such as PWD, Jal Shakti Vibhag and the state electricity board publish their tenders there, and contractors download the documents and bid online. This guide explains what is on hptenders, how to register and bid, what HP PWD enlistment means for works contractors, and where to find results and help.

What is hptenders.gov.in?

The portal's title is eProcurement System Government of Himachal Pradesh. Its welcome text says it "enables the Tenderers to download the Tender Schedule free of cost", and bids are then submitted online through the portal. The footer reads "Contents owned and maintained by Government of Himachal Pradesh" and "Designed, Developed and Hosted by National Informatics Centre".

It runs on GePNIC, NIC's e-procurement software, so its menus match the central portal and other states. The lists of latest tenders and latest corrigenda on the home page refresh every 15 minutes. Without logging in you can open:

  • Active Tenders, Tenders by Closing Date, Search and Advanced Search.
  • Tenders by Location, Tenders by Organisation and Tenders by Classification.
  • Corrigendum, Results of Tenders, Tenders Status, Cancelled/Retendered and Tenders in Archive.
  • Announcements, Debarment List, MIS Reports, Downloads and a DashBoard.

The help links are Help For Contractors, Information About DSC, Guidelines for Hassle Free Bid Submission, FAQ and Bidders Manual Kit. There is also a Find My Nodal Officer link next to the enrolment and password links.

HP tender IDs look like 2026_PWD_144491_1. The letters in the middle show the department.

Who publishes HP tenders

In the live tenders we tracked from hptenders.gov.in in late September 2026:

  • Public Works Department (HP PWD) posted almost half. Most were link roads, restoration of rain damage on roads, school and office buildings, and repair and maintenance of government housing.
  • Irrigation and Public Health came second, with about one in five. The department is now called Jal Shakti Vibhag; its circles (Rohru, Dharampur, Dharamshala, Hamirpur, Kullu, Sundernagar, Shimla and others) post water supply, irrigation and sewerage work.
  • HPSEBL, the state electricity board, posted transformer repairs, line extensions and service jobs such as consumer billing, through its operation and generation zones.
  • Smaller buyers: Food, Civil Supplies and Consumer Affairs; Urban Development; the Bus Stands Management and Development Authority; Medical Education; Animal Husbandry; the Forest Department and Forest Development Corporation; and the HP Medical Services Corporation.

So most HP tenders are civil works in the hills, many of them small. GovtTenderHub's Himachal Pradesh civil works tenders page shows them in one list.

Tenders that are not on hptenders

Central offices in Himachal publish on central portals, not on hptenders.gov.in:

  • Central ministries and their offices use eprocure.gov.in, and their tenders also appear on CPPP.
  • PMGSY rural roads generally go on the PMGSY e-procurement portal.
  • Goods and common services for many government buyers are bought on GeM.
  • Railways use IREPS, and Military Engineer Services use the Defence portal.

Each of these needs its own registration. GovtTenderHub's Himachal Pradesh tenders page brings the state portal and central tenders for the state together, with district pages for Shimla, Kangra, Mandi, Solan and the rest.

Hptenders registration

You enrol once on hptenders.gov.in and can bid for any department on it. The account doesn't work on other portals, though the same DSC can be mapped on each portal you join.

Before you start

  • Class 3 DSC with a signing certificate, on a USB token, in the name of the person who signs your bids. You don't need an encryption certificate on NIC portals. The DSC guide explains what to buy.
  • An email ID that you will keep. It becomes your login ID and can't be changed.
  • A mobile number you check, plus your firm's PAN, registration number, address, legal status and year of establishment.
  • Your Udyam certificate, if you are a micro or small enterprise and want to claim any benefit a tender allows.
  • A computer with the token driver installed; check Site compatibility and Downloads on the portal. The CPPP's bid submission guidelines advise broadband rather than mobile data.

Steps to register

  1. Open hptenders.gov.in and click Online Bidder Enrollment.
  2. Create your login: email ID as the Login ID, a password of 8 to 32 characters, a correspondence email and a mobile number.
  3. Enter company details: name (NIC's manual says it can't be changed later), registration number, address, PAN, establishment year, legal status and category.
  4. Add the contact person, fill in the captcha and submit.
  5. Log in and enrol your DSC. NIC's manual says you become a valid bidder only after this. A new DSC can take up to 24 hours to be recognised.
  6. Choose product categories under My Accounts to get emails when matching tenders come out.

The NIC registration guide walks through each screen. They look the same on hptenders.

HP PWD enlistment: the second registration for works

The portal account lets you submit bids. Whether you may bid for a particular PWD work is a separate question, decided by enlistment with the department.

HP PWD enlists contractors under its Rules for Enlistment of Contractors, 2021. Contractors are enlisted in four classes, A, B, C and D, in categories such as civil, electrical and mechanical. Your class decides the value of the works you can bid for. The department runs an online enlistment and revalidation system with its own user manual and checklist.

What this means for you:

  • Check the NIT. PWD tenders state which class of contractor can bid. If you aren't enlisted in that class, your bid can be rejected even if it is the lowest.
  • Keep the enlistment valid. Enlistment has to be revalidated, and tenders generally ask for a valid certificate with the bid.
  • Other departments may differ. Jal Shakti Vibhag, HPSEBL and others set their own eligibility in each tender, so read the eligibility section of every NIT.

We have not listed the value limit of each class here, because the copy of the rules we could find was hard to read. Check the class limits in the current rules on HP PWD's website before you apply. Our eligibility criteria guide explains how turnover, experience and class limits are checked in general.

How to bid on hptenders

  1. Find the tender through Tenders by Organisation (for example PWD) or Tenders by Location, open it and click Set Open Tender as Favorite.
  2. Check the tender page: covers, payment mode, tender fee, EMD, whether exemption is allowed, and the critical dates.
  3. Download the NIT and work item documents, including the BOQ.
  4. Click Proceed for Bid Submission in My Tenders, then pay the fee and EMD or claim the exemption the tender allows.
  5. Encrypt & Upload each cover with your DSC. Fill only your name and rates in the department's Excel BOQ, and don't rename it.
  6. Click Freeze Bid Submission and save the acknowledgement with your Bid ID.

An unfrozen bid is incomplete and won't be evaluated. You can resubmit before the deadline where the tender allows it. If you withdraw, NIC's guidelines say you can't bid in that tender again.

Tender fee and EMD on HP tenders

The tender page shows Tender Fee Details and EMD Fee Details: the amount, the officer it is payable to, and whether an exemption is allowed. The Payment Mode line says online or offline.

  • Online payment: pay the total in one go through Pay Online. You can freeze the bid only after the payment shows as successful. NIC's guidelines advise paying at least a day before closing.
  • Offline instruments: enter the details, upload the scan where the covers ask, and deliver the original by the deadline. Make the draft or pledge out to the officer the tender names; a deposit pledged to the wrong officer can get the bid rejected.

The EMD amount comes from each tender, not from a fixed central rule. The 2% to 5% range in GFR Rule 170 binds central ministries, not Himachal's departments. The EMD guide explains how EMD works and when it is returned.

Corrigenda and results on hptenders

Corrigenda: look under Corrigendum before you bid, because dates, quantities and terms can change after a tender is published. Favourite tenders send you email updates, but delivery isn't guaranteed.

Results: Tenders Status shows the stage a tender has reached, and Results of Tenders shows the outcome once the department publishes it. After login, My Active Bids shows your own bids. Cancelled/Retendered lists tenders that were called off or issued again. The tender status guide explains each stage.

HP tenders helpdesk

The portal's Contact Us page lists:

  • 24 x 7 technical helpdesk: 0120-4001002, 0120-4001005 and 0120-4493395. Bidders calling from abroad add the country code 91.
  • Technical email: support-eproc(at)nic(dot)in.
  • Department contacts: Public Works Department, tenders-pwd-hp(at)nic(dot)in; Jal Shakti Vibhag (Store Purchase), tenders-iph-hp(at)nic(dot)in; Industries, tenders-ind-hp(at)nic(dot)in; HP State Civil Supplies Corporation, sahpscsc(at)himapurti(dot)com.

For questions about a specific tender, the page says to contact the Tender Inviting Authority named in it. The helpdesk handles login, DSC and upload problems, while dates and terms can only be changed by the department, through a corrigendum.

Common questions
