In short
- Goa e-tenders run on eprocure.goa.gov.in, the Government of Goa's eProcurement System. NIC built and hosts it on its GePNIC software, and Info Tech Corporation of Goa (ITG) runs the local support desk.
- The busiest buyers are the PWD (about one in three tenders in our tracking), the Department of Drinking Water, the Electricity Department and the Water Resources Department, followed by zilla and village panchayats.
- You enrol through Online Bidder Enrollment with a Class 3 DSC (signing certificate), and NIC doesn't charge bidders to enrol. The portal says tenderers can download the tender schedule free of cost.
- Goa PWD often publishes one notice as several "Line" tenders, one per work. Each line is a separate tender with its own bid.
- Many Goa corrigenda are titled "Bid Auto Extn Corrigendum": the closing date has moved. Always check the latest date before you bid.
Eprocurement Goa is the state's NIC portal at eprocure.goa.gov.in, where the PWD, the drinking water and electricity departments, panchayats and state corporations publish their tenders and take bids online. If you have bid on any NIC portal before, most of it will be familiar. This guide covers what is specific to Goa: who publishes, how Goa's tender lists are arranged, registration, bidding, corrigenda and the local helpdesk.
What is eprocurement Goa (eprocure.goa.gov.in)?
The portal's header reads Government eProcurement System. Its footer says the contents are owned and maintained by the Government of Goa, and that it is designed, developed and hosted by the National Informatics Centre (NIC). Its welcome text says the system "enables the Tenderers to download the Tender Schedule free of cost".
It runs on GePNIC, the same software as the central eprocure.gov.in portal and most state portals. The menus you will use most:
- Search, Active Tenders, Tenders by Closing Date, Corrigendum and Results of Tenders across the top.
- Tenders by Location, Tenders by Organisation, Tenders by Classification, Tenders in Archive, Tenders Status, Cancelled/Retendered and Awards.
- Debarment List, Announcements, Downloads and Site compatibility.
- Online Bidder Enrollment and Generate / Forgot Password by the login box.
- Help For Contractors, Guidelines for Hassle Free Bid Submission, Information About DSC, FAQ and Bidders Manual Kit at the bottom.
Central government offices in Goa, such as the port, defence units and central institutes, don't use this portal. They publish on central portals and GeM.
Who publishes Goa e-tenders
These were the busiest buyers on eprocure.goa.gov.in in the tenders GovtTenderHub tracked from the portal between July and September 2026:
| Buyer | Share of tenders |
|---|---|
| Public Works Department | About one in three |
| Department of Drinking Water | About one in five |
| Electricity Department | About one in eight |
| Water Resources Department | About one in ten |
Zilla panchayats and village panchayats came next, then the Sports Authority of Goa, the Goa Tourism Development Corporation, Goa Medical College and Hospital, the Goa Waste Management Corporation and ITG. Civil works were the largest group, followed by electrical and water supply work.
How Goa's tender lists are arranged
Under Tenders by Organisation, the big works departments split into circles and divisions, for example Public Works Department → Circle VII, Panaji → Division XXII, Margao, or Department of Drinking Water → Circle II → Division VI, Margao. Zilla panchayats are listed by district and section, and village panchayats by district and panchayat.
If you only work in one part of the state, start with the divisions near you. GovtTenderHub's Goa tenders page lets you do the same by district: North Goa or South Goa.
"Line" tenders: one notice, many works
On the Goa portal you will often see a run of tenders with the same reference number and a different "Line" at the end, such as "…/26-27/27 Line 1" to "Line 9". These come from one notice inviting tenders that covers several small works, for example a PWD works division's urgent repairs to roads after the monsoon, landslide protection, crash barriers and embankment repairs in different villages.
Each line is a separate tender on the portal. That means:
- Each line has its own documents, BOQ, fee and EMD, so read the line you want, not just the first.
- You bid on each line separately. Winning one line doesn't give you the others.
- The closing and opening times can be the same for all lines, so plan your uploads if you bid on several.
Goa e-tender registration
Registration follows the standard NIC steps, explained screen by screen in our NIC registration guide:
- Get a Class 3 DSC with a signing certificate, in the name of the person who will sign your bids. See the DSC guide.
- Click Online Bidder Enrollment on eprocure.goa.gov.in. Your email ID becomes your login ID and can't be changed later.
- Enter your firm's details: name, PAN, registration number, address, legal status and contact person. If you are a micro or small enterprise, pick that category.
- Log in and enrol your DSC. You become a valid bidder only after this. A new DSC can take up to 24 hours to be recognised.
- Choose product categories under My Accounts to get emails about new tenders in your line of work.
Fees: NIC's FAQ says it doesn't charge bidders for enrolment. When we checked in October 2026, the Goa portal's Announcements page had no notices, so no Goa-specific bidder charge was announced there. Each tender sets its own tender fee and EMD.
How to bid on eprocure.goa.gov.in
- Find the tender through Search, Tenders by Organisation or Tenders by Location, and add it to your favourites so it moves to My Tenders.
- Download the NIT and work item documents, including the BOQ, and read the eligibility, EMD and critical dates.
- Check the Corrigendum list for that tender.
- Click Proceed for Bid Submission, then pay or claim exemption for the tender fee and EMD as the tender allows.
- Encrypt & Upload each cover with your DSC. In the BOQ Excel file, fill only your name and rates and don't rename the file.
- Freeze Bid Submission and save the acknowledgement with your Bid ID.
An unfrozen bid counts as incomplete and isn't evaluated. Pay online at least a day before closing, as NIC's bid submission guidelines advise, so the payment shows as successful in time. Our EMD guide explains how EMD works and when it comes back.
Corrigenda and "Bid Auto Extn"
Goa's corrigendum list often fills with entries titled "Bid Auto Extn Corrigendum". Each one tells you that the tender's bid submission was extended and gives the new closing and opening dates. In October 2026, for example, a batch of Department of Drinking Water tenders moved to a closing date of 17 October with opening on 19 October.
Results and awards
- Tenders Status shows how far a tender has gone after closing.
- Results of Tenders shows the outcome when the department publishes it.
- Awards is a separate menu on the Goa portal for award information.
- Cancelled/Retendered shows tenders that were dropped or called again.
- Debarment List shows firms barred from bidding.
The tender status guide explains what each stage means.

Common questions
What is the official e-tender website of Goa?
eprocure.goa.gov.in, the Government of Goa's eProcurement System, built and hosted by NIC. State departments, panchayats and corporations publish their e-tenders there.
Is registration on eprocurement Goa free?
NIC says it doesn't charge bidders to enrol, and the Goa portal had no announcement of any bidder charge in October 2026. Tender documents can be downloaded free; each tender sets its own tender fee and EMD.
What does "Line 1" in a Goa tender reference mean?
The notice covers several works, and each line is a separate tender for one of them. Read the documents for the line you want and bid on each line separately.

A corrigendum telling you that the tender's closing date has been extended. It gives the new closing and opening dates, so check it before you submit.

ITG's support helpdesk on 79728 54213 or 78220 39673, or NIC's 24 x 7 helpdesk on 0120-4001002 for technical problems. Questions about the tender itself go to the Tender Inviting Authority.
