In short
- An Assam tender from a state department, a district office, a municipal board or a state company is published on assamtenders.gov.in, the "eProcurement System Government of Assam". It is an NIC GePNIC portal.
- Register through Online Bidder Enrollment with a Class 3 DSC, an email ID, a mobile number, PAN and your firm's details. The portal's pages show no enrolment fee, and tender documents can be downloaded free of cost.
- Assam has its own law for buying: the Assam Public Procurement Act, 2017 and the Assam Public Procurement Rules, 2020. The portal also carries a Finance Department notification on a procurement threshold of ₹10 lakh and above.
- The Assam State Procurement Cell help desk is 1800 1021 417 and assam-tenders@assam.gov.in, from 11 am to 3 pm, closed on second and fourth Saturdays, Sundays and government holidays.
- Waiting for an EMD refund? The portal has a notice titled Instruction to Bidders for Pending Bid Security/EMD (Refund), plus a manual for paying tender fees online.
An Assam tender from the state government is published and bid online on assamtenders.gov.in, Assam's e-procurement portal. It runs on NIC's GePNIC software, so the registration and bid steps match other NIC portals, but Assam adds its own procurement law, its own help desk and its own notices on EMD refunds and payments. This guide covers all of it, from the portal's own pages.
What is assamtenders.gov.in?
The portal's title is "eProcurement System Government of Assam". Its footer says the contents are "owned and maintained by concerned Departments in coordination with Finance Department and Information Technology Department, Government of Assam", and that the portal is designed, developed and hosted by the National Informatics Centre (NIC).
The home page explains the arrangement in one line: the system lets tenderers "download the Tender Schedule free of cost and then submit the bids online through this portal". The tender schedule is the full tender, with the notice, conditions, drawings and BOQ (bill of quantities, the price sheet).
Public menus you can use without logging in:
- Search, Advanced Search, Active Tenders and Tenders by Closing Date.
- Tenders by Organisation, Tenders by Location and Tenders by Classification.
- Corrigendum, Tenders Status, Results of Tenders, Cancelled/Retendered and Tenders in Archive.
- Debarment List, MIS Reports, Downloads and Announcements.
- A PMGSY Assam link, alongside the help pages: Help For Contractors, Information About DSC, Guidelines for Hassle Free Bid Submission, FAQ and Bidders Manual Kit.
Assam procurement rules on the portal
The Announcements page is worth reading before your first bid. On 11 October 2026 it listed eight notices, including these:
- Assam Public Procurement Act 2017 and Rules 2020. These are the state's own procurement law and rules. Assam tenders follow them and the tender's own clauses, not the central General Financial Rules.
- Notification of Procurement Threshold of INR 10 Lakh and above, under order No. FEB.840855/10 dated 5 September 2026. The notice itself is a PDF on the Announcements page; read it there for what the threshold applies to.
- Advisory on publishing tender notices in English and Assamese. Procuring entities are advised to publish their notices in both languages, so you may find the same notice in Assamese too.
- Second Appellate Authority. The Commissioner and Secretary, Finance Department, Assam, is named as the second appellate authority for all administrative departments. If you challenge a procurement decision and aren't satisfied with the first appeal, this is the next level.
Who publishes Assam tenders
On 11 October 2026 the home page's latest tenders and corrigenda came from a wide mix of buyers:
| Kind of buyer | Examples on the home page |
|---|---|
| State departments | Water Resources Department |
| District administrations | Kamrup Metro |
| Town bodies | Municipal boards (works under 15th Finance Commission grants) |
| State power companies | Assam Electricity Grid Corporation (AEGCL) |
Other state buyers include the power distribution and generation companies, Guwahati Municipal Corporation, the Guwahati Metropolitan Development Authority, and the health, education, agriculture and civil supplies departments. Use Tenders by Organisation to see who has live tenders today and Tenders by Location for one district.
Central bodies in Assam
Central PSUs with big operations in Assam, such as Oil India, Numaligarh Refinery and NEEPCO, don't use the state portal. You can see the tenders they publish on CPPP and GeM on GovtTenderHub's buyer pages, such as Oil India. Rural roads under PMGSY go on the PMGSY portal.
Assam e-tender registration
On an NIC portal, registration is called Online Bidder Enrollment. Our NIC bidder registration guide shows every screen. For Assam:
What you need
- A Class 3 DSC with a signing certificate, on a USB token. NIC portals don't ask bidders for an encryption certificate. See the DSC guide.
- An email ID that becomes your login ID and can't be changed later.
- A mobile number you check.
- Firm details: name, registration number, address, PAN, year of establishment and legal status, plus your Udyam certificate if you're a micro or small enterprise.
- GST details, added when you map your DSC.
How to register on assamtenders.gov.in
- Click Online Bidder Enrollment on the home page. Fill in your login ID, password, company details and contact person, type the CAPTCHA and submit.
- Log in and map your DSC with your GST details. NIC's manual says you become a valid bidder only after this.
- Allow a day for a new DSC. Only one DSC can be mapped to an account, and a new one can take up to 24 hours to be recognised.
- Pick product categories under My Accounts to get emails about matching tenders.
If you forget your password, use Generate / Forgot Password. The login panel also has a Find My Nodal Officer link.
Is there a registration fee in Assam?
The portal's home, contact and announcement pages don't mention an enrolment fee. NIC's own FAQ says NIC doesn't charge bidders for enrolment, though it depends on each organisation's policy. Tender fees and EMD are separate and set by each tender.
How to bid on an Assam tender
The bid steps are the standard GePNIC ones:
- Save the tender. After logging in, open Search Active Tenders, tick the tender and click Set Open Tender as Favorite. It moves to My Tenders.
- Read the tender page: Payment Mode, Covers Information, Tender Fee Details, EMD Fee Details and Critical Dates.
- Download the NIT and work item documents, including the BOQ. Check the eligibility conditions and dates before anything else.
- Click Proceed for Bid Submission and pay the tender fee and EMD as the tender allows.
- Encrypt & Upload each cover with your DSC. In the finance cover, upload the department's Excel BOQ with only your name and rates filled in. The BOQ guide explains how.
- Click Freeze Bid Submission and print the acknowledgement with your Bid ID.
Before closing you can resubmit from My Active Bids, if the tender allows it. If you withdraw, the central portal's guidelines say you can't bid in that tender again.
Tender fee, EMD and refunds in Assam
Downloading the documents costs nothing. Each tender sets its own fee and EMD, so check the tender page for:
- Payment Mode: online or offline, and which instruments are accepted.
- Tender Fee Details and EMD Fee Details: amounts and whether exemption is allowed.
Paying online
The Announcements page says a Bidder Manual for Online Payment of Tender related Fees is in the Bidders Manual Kit on the home page. It covers paying the tender fee, EMD and other fees online. During bid submission you click Pay Online, and you can freeze the bid only after Payment Verification shows success. If you started an NEFT or RTGS payment and need to stop it, the portal has a separate notice, Procedure to Cancel NEFT/RTGS Transaction.
Getting your EMD back
EMD (earnest money deposit, the bid security) is normally returned to unsuccessful bidders once the tender is decided, while the winner's EMD is usually returned or adjusted once the contract is signed and the performance security is in place. The tender's own clause decides. If yours is stuck, read the notice Instruction to Bidders for Pending Bid Security/EMD (Refund) on the Announcements page and follow its steps. Keep your Bid ID, tender ID and payment reference ready. Our EMD guide explains when EMD is returned or forfeited.
How much EMD? The tender says. Exemptions you get in central tenders under the General Financial Rules may not apply in Assam tenders; follow the tender's EMD clause and the Assam Act and Rules.
Results, corrigenda and tender status
You can follow a tender without logging in:
- Corrigendum: changed dates, documents or terms. Check it on the day you bid.
- Tenders Status: the stage after closing, such as technical or financial bid opening.
- Results of Tenders: the outcome once published.
- Cancelled/Retendered and Tenders in Archive.
- Debarment List: firms barred from tenders on the portal.
After logging in, My Active Bids shows your own bids. The tender status guide explains each stage.
Assam e-tender helpdesk
The Contact Us page lists two help desks:
| Help desk | Phone | |
|---|---|---|
| Assam State Procurement Cell | 1800 1021 417 | assam-tenders@assam.gov.in |
| Central Procurement Cell (NIC) | 0120-4001 002, 0120-4001 005, 0120-4493 395 | support-eproc@nic.in |
The page gives its operational hours as 11 am to 3 pm, every day except the second and fourth Saturdays, Sundays and government holidays. International bidders add the country code 91. The portal announced assam-tenders@assam.gov.in as its new email ID, so use that rather than any older address you find. For questions about a tender's content, write to the office that invited it, named on the tender page.
Assam tenders on GovtTenderHub
GovtTenderHub reads assamtenders.gov.in through the day, along with GeM, CPPP and PMGSY. Our Assam tenders page puts them in one list that you can search free, and buyer pages such as Guwahati Municipal Corporation or AEGCL show one buyer's tenders. Searching and reading them is free; daily email alerts are a paid option.
