AP eProcurement guide: register on tender.apeprocurement.gov.in with a DSC and emSigner, pay the APTS transaction fee and EMD, find tenders and get help.

In short

  • AP eProcurement runs at tender.apeprocurement.gov.in, the "Tender Management System" of the Government of Andhra Pradesh. The ITE&C Department owns it and AP Technology Services (APTS) maintains it. It is the state's own system, not NIC's.
  • You need a Class 3 DSC and the emSigner utility; the portal says it "Requires emSigner to login and registration".
  • The portal's contractor FAQ says the registration fee is waived for a limited period and that registration is valid for one year.
  • Bidders pay a transaction fee to APTS online with each bid. The amount is in each tender; one APCRDA works tender set it at 0.03% of the estimated value, up to ₹10,000 for works up to ₹50 crore, plus taxes.

AP eProcurement is where Andhra Pradesh's departments, engineering wings, municipal bodies and state corporations publish their tenders and take bids. Unlike most states, Andhra Pradesh doesn't use NIC's software, so the screens, registration and fees work differently from what you may know from other portals. This guide explains the portal, registration, the transaction fee, EMD, bidding and where to get help, using the portal's own pages.

What is AP eProcurement?

The bidding site is tender.apeprocurement.gov.in. Its pages are titled "Welcome to eProcurement - Tender Management System - Govt of Andhra Pradesh" and "Welcome to AP E-Procurement Portal". The footer says the copyright belongs to the ITE&C Department, Government of Andhra Pradesh, and that the site is "Maintained by AP Technology Services". There is also an information site at apeprocurement.gov.in, which carries the FAQs and helpdesk page.

Three points set it apart from NIC portals:

  • Its own login. An account on an NIC portal such as eprocure.gov.in or a neighbouring state's portal doesn't work here, and the reverse is also true.
  • emSigner. The portal says, "This System Requires emSigner to login and registration." emSigner is a small program that lets the website use the DSC on your USB token. The Windows installer is linked from the login page.
  • A transaction fee per bid, paid to APTS. More on that below.

What you can see without logging in

You don't need an account to look around. The login page links to:

  • Current Tenders, Upcoming Tenders and Corrigendums.
  • MIS Reports, GO's (government orders), Guidelines and FAQs for the general public, contractors and departments.
  • Blocked Suppliers, the list of firms barred from bidding.
  • Video Tutorials and News.
  • Check EMD Status and Reset Certificate.

The Current Tenders list shows, for each tender, the department and office, the tender ID, the notice number, the category, the name of work, the estimated value and the key dates, ending with the closing date. You can sort it and export it to Excel. On 11 October 2026 the login page counted 2,667 active tenders.

AP eProcurement registration

What you need

  • A Class 3 DSC for the person who will sign bids. Class 2 certificates no longer exist, so any DSC you buy now is Class 3. Our DSC guide explains signing and encryption certificates.
  • emSigner, installed from the login page, with your token's driver.
  • Your firm's details: name, PAN, registration number and contact details. The portal has separate forms for later changes to the company name, PAN and registration number, so enter them carefully the first time.
  • A working email ID and mobile number.

How to register

  1. Open tender.apeprocurement.gov.in and click Register next to the login box.
  2. Fill in the registration form with your firm's and contact person's details.
  3. Sign with your DSC through emSigner when the portal asks.
  4. Activate the user ID. The portal's Bidder Request Forms include a New User ID Activation form, in case your new ID needs activating.
  5. Log in with your user ID, password and DSC.

Registration fee and validity

The portal's contractor FAQ says the registration fee has been waived off for a limited period, without giving an end date. The same FAQ says registration is valid for one year. Check the FAQ again when you register or renew, because a waiver "for a limited period" can end.

Transaction fee and EMD on AP eProcurement

The APTS transaction fee

AP tender notices ask every bidder to pay a transaction fee to APTS online, through the payment gateway on the e-procurement platform, at the time of bid submission. You pay it with the bid, not when you register.

The amount is set in each tender, so read the notice. As an example, an APCRDA works tender set the bid transaction fee at 0.03% of the estimated contract value, capped at ₹10,000 for works up to ₹50 crore (₹25,000 above ₹50 crore), plus applicable taxes. Some tenders also charge a small tender document or processing fee on top.

EMD

The EMD amount and how to pay it are set in each tender's notice. After paying online, you can use Check EMD Status on the login page with your Payment ID, the date and time you initiated the payment and the amount. Keep these from your bank's or the gateway's receipt.

How to bid on AP eProcurement

The exact screens are in the portal's video tutorials and FAQs. In outline, a bid goes like this on most e-procurement systems, AP included:

  1. Find the tender under Current Tenders and note its tender ID and closing time.
  2. Read the notice and download the bid documents once the download start date has passed. Check the Corrigendums list for changes.
  3. Prepare your documents as scanned files, with names and sizes the tender allows. The documents checklist covers what tenders usually ask for.
  4. Pay the transaction fee and EMD online as the tender asks.
  5. Fill in the price bid, attach the technical documents and sign and submit with your DSC through emSigner.
  6. Save the submission receipt or confirmation the portal gives you.

Submit at least a day early. A payment that takes time to confirm, or an emSigner problem on the last evening, can easily cost you the tender.

After you bid: corrigendums, results and blocked suppliers

  • Corrigendums: a public list on the portal. Dates, quantities and terms can change after a tender is published, so check it before you submit.
  • Status and results: log in to follow your own bids. The tender status guide explains the usual stages after closing.
  • Blocked Suppliers: firms barred from bidding. Check it before you form a joint venture or take a sub-contract from another firm.

E-auctions in Andhra Pradesh: Konugolu

AP eProcurement handles tenders. For e-auctions, where the government sells or leases something to the highest bidder, the portal points to Konugolu (konugolu.ap.gov.in), set up under G.O.Ms.No.16 of the IT,E&C Department dated 27 September 2018. If you want to bid in Andhra Pradesh government e-auctions, check Konugolu and register there separately.

AP tenders on GeM and central portals

Not every tender in Andhra Pradesh goes through AP eProcurement:

  • State departments buy on GeM too, especially goods and common services. See, for example, the Health, Medical and Family Welfare Department on GovtTenderHub.
  • Central bodies in AP, such as AIIMS Mangalagiri and the Visakhapatnam port, publish on central portals such as CPPP and on GeM.

  • Questions about a particular tender go to the officer named in the tender notice, since the department, not the portal, decides on its terms.

What is the official AP eProcurement website?

tender.apeprocurement.gov.in is where you register, see current tenders and bid. It is owned by the ITE&C Department of the Government of Andhra Pradesh and maintained by AP Technology Services.

Is AP eProcurement registration free?

How do I check my EMD payment on AP eProcurement?

Use Check EMD Status on the login page. Enter the payment ID, the date and time you started the payment, and the amount.
