In short

  • PMGSY tenders are for rural roads under the Pradhan Mantri Gram Sadak Yojana. State rural roads agencies and state works departments issue them, many on the PMGSY e-tender portal, pmgsytenders.gov.in.
  • PMGSY-IV, approved on 11 September 2024, plans 62,500 km of roads to connect 25,000 habitations by 2028-29, with an outlay of ₹70,125 crore.
  • Every PMGSY road contract has two parts: building the road, and routine maintenance for five years after completion by the same contractor. The construction bid amount doesn't include the maintenance.
  • PMGSY's standard bidding document asks for at least one similar work worth one-third of the estimated cost (one-fourth in left-wing extremism affected districts), a turnover test, and enough bid capacity.
  • You enrol on pmgsytenders.gov.in separately from other NIC portals, with a Class 3 DSC. The portal also shows Results of Tenders, Tenders Status and a Debarment List.

PMGSY tenders are some of the most reachable road works for small and mid-sized contractors: short village roads and bridges, spread across every state, with a built-in five-year maintenance job. This guide explains how PMGSY works, who issues PMGSY tenders and where, how the construction-plus-maintenance contract is set up, what eligibility the standard bidding document asks for, and how to bid on pmgsytenders.gov.in. For highway and state road work, see our road tenders guide.

What is PMGSY?

The Pradhan Mantri Gram Sadak Yojana (PMGSY) is the central scheme for all-weather roads to rural habitations. The roads are planned and tendered by the states, under rules and standard documents set for the whole country.

The current phase is PMGSY-IV. The Union Cabinet approved it on 11 September 2024 for 2024-25 to 2028-29:

PMGSY-IVTarget
New roads62,500 km
Habitations to connect25,000 unconnected habitations
Total outlay₹70,125 crore

It covers habitations of 500 or more people in the plains, 250 or more in the North East, hill states and special category areas, and 100 or more in districts affected by left-wing extremism.

Who issues PMGSY tenders

PMGSY works are tendered by each state's rural roads agency or the department that runs the scheme there. Names differ: a State Rural Roads Development Agency (SRRDA), the Rural Works Department, the Panchayat Raj engineering wing, or the PWD.

On 11 October 2026, pmgsytenders.gov.in listed live tenders from 16 organisations. The busiest were:

Organisation on the portalStateLive tenders
WBSRDAWest Bengal107
Engineer-In-Chief, Panchayat RajAndhra Pradesh37
Manipur CE-MSRRDAManipur34
PMGSY Jammu and CE PW (R and B) JammuJammu and Kashmir24
PMGSY Kashmir and CE PW (R and B) KashmirJammu and Kashmir22

Others on the list included Uttarakhand's PMGSY chief coordinator, Bihar's Rural Works Department, Rajasthan, Himachal Pradesh PWD and the Andaman PWD. The count changes every day.

Not every state's PMGSY work shows up there at any moment, and some rural roads agencies also tender on their state's portal. Madhya Pradesh's rural road development authority, MPRRDA, for example, is a regular publisher on the Madhya Pradesh e-tender portal. Check the PMGSY portal's Participating Sites link and your state portal.

GovtTenderHub reads pmgsytenders.gov.in through the day and puts every open work on one PMGSY tenders page, with state, district and value filters. There are also pages for the busiest agencies, such as WBSRDA and Manipur's MSRRDA.

The PMGSY e-tender portal (pmgsytenders.gov.in)

The portal is the "eProcurement System for Pradhan Mantri Gram Sadak Yojana (PMGSY)", built on NIC's GePNIC software like eprocure.gov.in and most state portals. Its menus include:

  • Active Tenders, Tenders by Closing Date, Tenders by Classification and Search
  • Corrigendum, for changes to a tender after it is published
  • Results of Tenders and Tenders Status
  • Debarment List, the contractors barred from PMGSY bidding
  • Participating Sites, Downloads and Announcements

Your enrolment is separate. An account on eprocure.gov.in or your state's portal doesn't work on the PMGSY portal. Enrol through Online Bidder Enrollment on the home page and map your Class 3 DSC, exactly as our NIC bidder registration guide shows. A new DSC can take up to 24 hours to be recognised, so do this before the week you want to bid.

How a PMGSY contract works: construction plus five years of maintenance

PMGSY's standard bidding document (SBD) follows MoRTH's format for road works, which is close to the national competitive bidding format approved by the World Bank, and adds one big feature: maintenance of the road for five years by the contractor who builds it.

Part of the contractWhat you doHow it is paid
ConstructionBuild the road or bridge by the intended completion dateFrom the construction bid amount
Routine maintenanceKeep the road in good shape for 5 years from completionPriced separately, not in the construction amount

Things to know about the maintenance years:

  • The money is set aside. States budget the maintenance funds and place them with the state rural roads agency in a separate account.
  • It is watched online. Maintenance is tracked on the e-MARG system for the five years from completion, matching the defect liability period.
  • It continues after five years. PMGSY's documents page lists a separate bidding document, from January 2025, for maintenance after the defect liability period. So maintenance-only PMGSY tenders appear too.

Our defect liability guide explains how your security is tied to this period.

PMGSY tender eligibility

Each NIT fills in the figures, but the PMGSY standard bidding document sets the pattern:

  • Similar work. You must have satisfactorily completed, as the prime contractor or a sub-contractor, at least one similar work worth one-third of the estimated cost of the work being tendered, or one-fourth in districts affected by left-wing extremism (also called Naxal-affected). The estimated cost here excludes the five years of maintenance.
  • Turnover. Your turnover must reach a set percentage of the bid amount, again without maintenance. Older years are brought up to date at 8% a year.
  • Bid capacity. You qualify only if your available bid capacity for construction is equal to or more than the total bid value, excluding maintenance. Our bid capacity guide explains how bid capacity is worked out.
  • Period. The standard document looks back over the last five years. Read the NIT for the exact window.

Many states also want you registered as a contractor with the state, in a class that fits the work's value. The NIT says so if it applies.

Bid security and documents

The standard document asks for the bid security as a fixed deposit receipt from a scheduled commercial bank, and PMGSY has since issued an amendment for electronic bank guarantees. A bid without acceptable bid security, unless the tender exempts it, is rejected. Your tender's Appendix to the Instructions to Bidders gives the amount and accepted forms.

You will usually upload:

  • Bid security proof, or the exemption certificate if the NIT allows one
  • Completion certificates for your similar work
  • Turnover statements certified by a chartered accountant
  • A statement of works in hand, for bid capacity
  • PAN, GST registration and your state contractor registration
  • Udyam certificate, if you are a micro or small enterprise

How to bid for PMGSY tenders

  1. Get a Class 3 DSC for the person who signs bids.
  2. Enrol on pmgsytenders.gov.in and map your DSC.
  3. Find works by state, district or closing date, on the portal or on GovtTenderHub's PMGSY page. Add the tender to My Tenders to get its updates.
  4. Download the NIT, the bidding document and the BOQ. Check the package's roads, lengths, completion period and maintenance schedule.
  5. Check eligibility against the similar work, turnover and bid capacity tests, using values without maintenance.
  6. Arrange the bid security in the form the tender accepts.
  7. Upload each cover, fill the BOQ rates, and click Freeze Bid Submission. Print the acknowledgement. A bid that isn't frozen isn't evaluated.

After you bid

Use Tenders Status with the tender ID to follow your bid through technical evaluation and financial opening, and Results of Tenders to see the award. Both are on the portal's menu without logging in.

PMGSY works are spread across thousands of villages, and agencies publish in batches. A daily tender alert for PMGSY works in your districts saves checking the portal every day.

Common questions

What is the PMGSY tender website?

pmgsytenders.gov.in, the eProcurement System for Pradhan Mantri Gram Sadak Yojana. State rural roads agencies publish their PMGSY works there, and some also use their state's own portal. GovtTenderHub lists all open works from the PMGSY portal on one page.

How do I register for PMGSY tenders?

Get a Class 3 DSC, use Online Bidder Enrollment on pmgsytenders.gov.in, and map your DSC after the first login. This enrolment is separate from eprocure.gov.in and your state portal. Many states also want you registered as a contractor with the state.

What is the maintenance period in PMGSY?

Five years of routine maintenance from the date of completion, by the same contractor who built the road. It is priced separately from construction, and states keep the maintenance money in a separate account with the rural roads agency.

What experience is needed for PMGSY tenders?

The standard bidding document asks for at least one similar completed work worth one-third of the estimated cost, or one-fourth in left-wing extremism affected districts, without counting maintenance. You also need the turnover and bid capacity the NIT sets.

What is PMGSY-IV?

The fourth phase of the Pradhan Mantri Gram Sadak Yojana, approved on 11 September 2024 for 2024-25 to 2028-29. It aims to build 62,500 km of roads to connect 25,000 unconnected habitations, at an outlay of ₹70,125 crore.

Can I see who won a PMGSY tender?

Yes. Open Results of Tenders on pmgsytenders.gov.in and search by tender ID, or use Tenders Status to see each stage and the bids.
