In short

  • PWD tenders come from each state's Public Works Department, which builds and maintains state roads, bridges and government buildings. Each state PWD publishes its tenders on that state's e-procurement portal.
  • Many PWD works are open only to contractors registered (enlisted) with the state PWD in a class that covers the work's value. Every state sets its own classes, limits and fees.
  • Example: under Himachal Pradesh PWD's Enlistment Rules 2021, civil classes run from Class D (works up to ₹50 lakh) to Class A (no upper limit), with enlistment fees of ₹1,500 to ₹10,000 plus a ₹500 form fee, valid for five financial years.
  • PWD estimates are built from the state's schedule of rates (SOR). You often quote a percentage above or below it.
  • Portals change: West Bengal PWD moved fresh e-tenders to tenders.wb.gov.in from 17 August 2026, and Rajasthan made its SHPP portal mandatory from 1 October 2026.

PWD tenders are the everyday bread and butter of civil contractors in India: road repairs and resurfacing, culverts, bridges, government offices, schools and hospital buildings, in every district of every state. This guide explains what state PWDs tender, where each publishes, how PWD contractor registration and classes work (with Himachal Pradesh's rules as a worked example), how the schedule of rates shapes your bid, and how to bid. For central government works, see our guide to CPWD enlistment.

What does a PWD tender for?

A state's Public Works Department builds and maintains the state's roads and buildings. Typical PWD tenders cover:

  • Roads: state highways, major district roads and other roads; new construction, widening, resurfacing and patch repairs.
  • Bridges and culverts.
  • Government buildings: offices, schools, hospitals, staff quarters and their repairs.
  • Electrical and mechanical work in those buildings, in states where the PWD has an electrical wing.
  • National highway work given to the state PWD's NH wing by the Ministry of Road Transport and Highways.

Big PWDs work through zones, circles and divisions, each headed by an engineer. In Uttar Pradesh, for example, PWD tenders come from zonal chief engineers in Lucknow, Gorakhpur, Bareilly, Varanasi, Kanpur, Agra and other cities. The division that floats a tender is where you go for site visits, queries and payments.

Where state PWDs publish tenders

Each state PWD uses its state's e-procurement portal. Some examples:

StateWhere PWD tenders are published
Uttar Pradeshetender.up.nic.in
Maharashtramahatenders.gov.in
Madhya Pradeshmptenders.gov.in
Tamil Nadutntenders.gov.in
Karnatakakppp.karnataka.gov.in
West Bengaltenders.wb.gov.in (fresh tenders from 17 August 2026)
Rajasthanshpp.rajasthan.gov.in (mandatory from 1 October 2026)
Himachal Pradeshhptenders.gov.in
Delhigovtprocurement.delhi.gov.in

Two recent changes to know:

  • West Bengal: under Order No. 2961-FY of 12 August 2026, the PWD and several other departments publish fresh e-tenders only on tenders.wb.gov.in from 17 August 2026.
  • Rajasthan: the Single Holistic Procurement Portal (SHPP) is mandatory for state procurement from 1 October 2026. The old portal, eproc.rajasthan.gov.in, stays open until 31 March 2027 only for tenders published on it up to 30 September 2026.

Every portal needs its own enrolment and a Class 3 DSC. On the NIC portals the steps are the same everywhere; our NIC bidder registration guide walks through them.

GovtTenderHub reads almost every state's portal through the day, so you can see PWD tenders from those states on one page, or all civil works tenders with state, district and value filters. Searching and reading them is free.

PWD contractor registration: how classes work

Most state PWDs keep a list of registered or enlisted contractors. Registration usually works like this:

  • Category: the type of work, such as civil, electrical or mechanical.
  • Class: the size of work you may bid for. The higher the class, the bigger the experience, financial soundness and staff you must show.
  • Validity: a fixed period, after which you renew.
  • Who approves: usually a Chief Engineer for the higher classes and a Superintending Engineer for the lower ones.

Registration doesn't win you work. It only lets you take part in tenders that call for your class. Every state writes its own rules, so check the PWD website of your state before you apply.

Example: Himachal Pradesh PWD enlistment rules 2021

Himachal Pradesh PWD's Rules for Enlistment of Contractors in HPPWD 2021 are a clear example. For civil contractors (Table 1):

ClassTendering limitEnlistment feeApproved by
ANo upper limit₹10,000Chief Engineer (Zone)
BUp to ₹5 crore₹5,000Chief Engineer (Zone)
CUp to ₹2 crore₹3,000Superintending Engineer (Circle)
DUp to ₹50 lakh₹1,500Superintending Engineer (Circle)

Every class also pays ₹500 for the application form and processing. Both are non-refundable, and the enlistment fee is paid only after your application is approved.

Experience needed (government works only, in the last five years):

Class3 works, eachor 2 works, eachor 1 completed work
A₹80 lakh₹1.20 crore₹2 crore
B₹30 lakh₹50 lakh₹80 lakh
C₹10 lakh₹20 lakh₹30 lakh

Financial soundness: a banker's certificate of ₹5 lakh (A), ₹2 lakh (B) or ₹1 lakh (C), and immovable property of ₹25 lakh, ₹15 lakh or ₹10 lakh, shown by an affidavit with the latest Jamabandi (land record). If you own no property, you may give a parent's or grandparent's property as surety, or pledge an FDR of the same value.

Other rules worth knowing:

  • Class D is the entry door. It needs no past experience: the applicant must be at least middle or matric pass, over 18, of good character, and show immovable property of ₹5 lakh. Class D contractors work within their zone and one other zone.
  • One step below. An enlisted contractor can bid in its own class and one class below. For periodical renewal and bitumen works, it can go two classes below, if it meets the tender's machinery conditions.
  • Unemployed engineers. Unemployed bona fide Himachali civil engineers or architects with a regular degree can enlist directly in Class B, and diploma holders in Class C. They get relaxed experience, turnover and bid capacity conditions on tenders up to ₹1 crore (Class B) or ₹50 lakh (Class C) until they have won two such works.
  • Private work doesn't count as experience for enlistment.
  • Staff. You give an affidavit to keep, or engage, a set team: for Class A, a degree engineer, a diploma engineer, a foreman and a work mistry.
  • Validity. Enlistment lasts five financial years. Revalidation costs 50% of the enlistment fee.

Live works from the state are on our Himachal Pradesh tenders page. Other states set different numbers. Maharashtra PWD, for instance, registers contractors online in its own numbered classes. Read your own state's rules before you prepare papers.

CPWD and other departments' registration

  • Delhi: CPWD's enlistment rules say that, for those rules, CPWD includes the Delhi government's PWD (Rule 3.4). So CPWD enlistment is the one to look at for Delhi PWD work.
  • State PWD contractors in CPWD work. CPWD may open its works up to ₹50 crore to contractors enlisted with a state PWD. In such tenders you can bid up to the higher of your limits (CPWD Works Manual para 4.17).
  • Highway work. MoRTH and NHAI ask bidders to list their state PWD highway projects, and debarment by a state PWD can count against you in central highway tenders. See our road tenders guide.

PWD schedule of rates (SOR)

PWD estimates are built from the state's schedule of rates (SOR): a price book of standard items with units and rates. In a percentage rate tender you quote one figure above or below the estimated cost, which is mostly SOR rates.

PWDSOR it uses
West BengalCPWD's DSR for buildings (adopted July 2026); PWD (NH) SOR for roads and bridges
KarnatakaCommon SR, with quarterly issue rates in 2026-27
Uttar PradeshA separate SOR for each circle, 2025-26
MaharashtraState Schedule of Rates; the newest posted is 2022-23

So the same item can be priced differently in Lucknow and Prayagraj, or from one quarter to the next in Karnataka. Read the NIT to see which SOR and which year the estimate uses, then cost the big items yourself. Our schedule of rates guide explains "above SOR" and "below SOR" with examples.

How to bid for PWD tenders

  1. Get registered with the state PWD in the right category and class, if the tenders you want ask for it.
  2. Get a Class 3 DSC for the person who signs bids.
  3. Enrol on your state's portal and map your DSC.
  4. Find tenders by department and district on the portal, or use GovtTenderHub's filters.
  5. Read the NIT: class needed, estimated cost, completion time, EMD (earnest money deposit) and how to pay it, similar work, and the SOR used.
  6. Visit the site. PWD road and repair works often hide quantities you only see on the ground.
  7. Upload your documents, fill the BOQ (bill of quantities) with your rates or percentage, and submit before the deadline. On NIC portals, click Freeze Bid Submission and print the acknowledgement.

State rules you may meet

  • Maharashtra charges a fee of ₹500 per bid on mahatenders.gov.in since 15 August 2024.
  • Rajasthan tenders follow the state's RTPP Act and rules, not the central GFR, for bid security, performance security and evaluation.
  • Tamil Nadu allows no withdrawal of bids on tntenders.gov.in for tenders published from 1 April 2023, under the Tamil Nadu Transparency in Tenders Act.

PWD tenders come out every day across districts and divisions. A daily tender alert for "PWD" or "road" in your districts saves checking each portal.

Common questions

How do I get PWD contractor registration?

Apply to your state PWD under its contractor registration or enlistment rules, in a category and a class that fits the work you want. You usually need completed government works, a banker's certificate or property proof, PAN and GST, and an affidavit about staff and machinery. Fees and limits differ by state.

Which class should a new contractor apply for in PWD?

Usually the lowest class, which needs little or no experience. In Himachal Pradesh, Class D (works up to ₹50 lakh) needs no past experience, only basic education, age over 18, good character and ₹5 lakh of property. Unemployed engineers there can start in Class B or C.

Where can I find PWD tenders?

On your state's e-procurement portal, under the Public Works Department or its zones and divisions. GovtTenderHub collects PWD tenders from almost every state on one page, with district and value filters.

What is the validity of PWD registration?

It depends on the state. Himachal Pradesh PWD enlistment is valid for five financial years and can be revalidated for five years at a time, at half the enlistment fee.

Can a PWD contractor bid in CPWD tenders?

Yes, when CPWD opens a tender to contractors enlisted with other departments, including state PWDs. You can then bid up to the higher of your PWD and CPWD limits.

What does "below SOR" mean in a PWD tender?

It means you offer to do the work for less than the estimated cost built from the schedule of rates. A bid 10% below SOR on a ₹50 lakh estimate is ₹45 lakh.
