Who can bid, and which certificate opens more tenders

EMD (bid security)

10,979 of these bids ask for no EMD at all. Where a GeM bid does ask for EMD, Udyam-registered MSEs (for goods they make or services they provide) and DPIIT-recognised startups can claim exemption by uploading their certificate with the bid; traders can't. See our EMD guide.

How these tenders are picked

We read each GeM bid document: its experience, turnover and past-performance lines, the documents it asks bidders to upload, and the terms the buyer added in the document. A bid that asks for past work or turnover in any of these is left out, unless startups or MSEs are fully exempt. Some buyers add terms in a separate file that we can't read, so always read the bid document before you bid.

Bidding for the first time

  1. Register as a seller on GeM (gem.gov.in) with your PAN, GST and bank details.
  2. Get Udyam registration, free on udyamregistration.gov.in, and Startup India recognition if your firm qualifies: each opens the bids marked for it, and EMD exemption.
  3. Upload the certificate with your bid where the bid allows the exemption.
  4. Start with small orders you can deliver on time: a good first record helps with every bid after.

Open the tender, check eligibility, EMD and document fee, then register on the portal it came from. NIC eProcurement and CPPP portals need a Class 3 Digital Signature Certificate (DSC); GeM needs a seller account. Submit your bid online before the closing time shown here.
